What is motor vehicle liability insurance for motorcycles and why is it mandatory?

Motor vehicle liability insurance (MTPL) for motorcycles protects the owner from financial expenses related to compensation for damages to third parties in the event of an accident. According to Ukrainian law, driving a motorcycle without a valid MTPL policy is prohibited and subject to fines.

From January 1, 2025, new rules for compulsory civil liability insurance for vehicle owners (MTPL) came into force in Ukraine. Main changes:

Increase in insurance amounts:

for damage to property — up to UAH 250,000 per victim;

for damage to life and health — up to UAH 500,000 per victim.

Abolition of deductibles: insurance companies are now required to cover all damages without the participation of the insured.

Free pricing: insurance companies independently determine the cost of policies, allowing them to offer individual rates to customers.

Direct settlement: the victim can apply for compensation from their insurance company, rather than from the insurer of the person responsible for the accident.

Abolition of the Europrotocol limit: now, payments for accidents settled without police involvement can reach the full amount of coverage.

Mandatory registration for all: combatants and other privileged categories are no longer exempt from the obligation to have a motor third-party liability insurance policy, but receive a 50% discount under certain conditions.
