The law on mobilisation has already entered into force, and with it, new rules for passing the military medical commission (MMC) and other medical regulations have come into force.


What changes should you be aware of?


The Ministry of Health has emphasised that all citizens are required to undergo a medical commission, based on the results of which the commission will determine their fitness for military service.


Persons with psychological and/or medical education can perform military service under a contract for a period of one year.


The law provides for the passage of a military medical commission (MMC) in a remote format for servicemen who are undergoing treatment abroad. This is done to determine the need for long-term treatment.


How can I get through the MMC without queuing?


Starting from 18 May, Ukrainians will be able to track messages from the TSC in their e-cabinet. In particular, the territorial centres will be able to call men to undergo the preliminary clinical examination via electronic messages.


In addition, Ukrainian citizens who update all their personal data in their e-cabinet will fulfil the law's requirement to update it within 60 days. And the TSC will notify them of the passage of the medical commission by means of a separate message.


It should be noted that the e-cabinet will be launched in a pilot mode. It will be tested for 30 days, then in June, the project will be fully launched. That is, in the first month of summer, the e-cabinet should be fully adapted with all databases.


It is worth noting that Ukrainians can also appeal the decision of the medical and treatment commission, and the re-examination will be carried out in another healthcare facility.

Re-examination of persons with disabilities


The Law also provides for the review of decisions of the Medical and Social Expert Commission (MSEC).


This applies to men aged 25 to 55 who were first diagnosed with disabilities of groups II and III after 24 February 2022. They are required to undergo a second medical examination.


Exceptions are those who have acquired a disability:


- in the order of increasing/decreasing the disability group and/or as a result of illness;

- as a result of injuries (traumas, contusions, mutilations) sustained in the course of defence of Ukraine;

- due to the absence of a limb, hand (hand), foot (foot), or one of the paired organs;

- due to cancer;

- due to intellectual disabilities or mental disorders;

- due to cerebral palsy or other paralysis or causes of disability since childhood.


"We would like to emphasise that men aged 25-55 who first received a disability group after 24 February 2022 do not need to appear for the MSEC review on their own," the Ministry explained.

What documents are required to undergo the MSEC?


The general documents that a patient must provide to undergo the MSEC are as follows


- passport of a citizen of Ukraine (if the passport of a citizen of Ukraine is in the form of an ID card, an extract from the register of the territorial community is additionally required)

- identification code;

- for men aged 18 to 60, a military ID card (temporary certificate of a person liable for military service), a certificate of registration with a military enlistment office or a certificate of registration with the military commissariat and joint venture;

- for people who were deprived of their personal liberty as a result of war or interned in neutral states - a certificate of detention as a result of armed aggression against Ukraine.


The medical and social examination does not depend on the place of residence. A person liable for military service can receive a referral for a medical and social examination extraterritorially by contacting any healthcare facility (at the place of treatment or a family doctor), where the necessary documents will be prepared.


We remind you! Already in May, Ukraine changed a number of rules for mobilisation to the army. In particular, the country cancelled the status of limited fitness. Thus, potential recruits are now divided into "fit" and "unfit". However, the "fit" category will not only mean being sent to the frontline. We explain what this status can mean here.
