Travel to Ukraine 2025 may sound risky at first glance, but thousands of foreigners continue to visit the country every month – for work, volunteering, humanitarian missions, cultural events, or simply out of curiosity. Despite the ongoing war, Ukraine tourism has not completely stopped. Many regions remain safe and welcoming.

This guide will help you understand how to get to Ukraine, where it’s safe to travel, and what precautions you should take. We’ll also explain the role of war risk insurance, legal support, and logistical services to make your trip safer and more comfortable.

Why Foreigners Still Travel to Ukraine in 2025?

Even during the war, Ukraine remains a land of cultural richness, resilience, and warmth. From the historical streets of Lviv to the vibrant energy of Kyiv, life goes on — concerts, exhibitions, cafes, and guided tours are part of everyday reality.

Many travelers are also drawn by:

- Interest in seeing how modern European history is being built.

- Volunteering and humanitarian missions.

- Business or family connections.

- Tourist trips and cultural initiatives.

Is It Safe to Travel to Ukraine During the War?

The short answer: it depends on the region.

Ukraine is not a continuous war zone. Active fighting is limited to certain frontline regions – it is not the entire country. Most of the territory of western and central Ukraine, including Kyiv, Lviv, Chernivtsi and the Carpathians, does not directly suffer from active fighting. Despite the war, these cities live a normal life: cafes are open, transport runs, concerts and festivals are held.

-  Kyiv safe or how safe is Lviv

Most foreign tourists are interested in traveling to the Ukrainian capital Kyiv and the spiritual and cultural heart of the state - Lviv, which is why the issue of the safety of these two places is extremely relevant.

Although no place is completely free from risk during war, Kyiv and Lviv have reliable infrastructure, bomb shelters, working public transport, and a rich cultural life, even despite the war.

- Which regions are considered the safest for travel?

In addition to Lviv and Kyiv, the following cities and regions are also considered safe for tourists:

Chernivtsi region - a picturesque region with a rich history and culture, located in the southwest of the country.

Ivano-Frankivsk region - a mountainous region of the Carpathians, known for its nature and traditions.

Zakarpattia region (Uzhhorod, Mukachevo, etc.) - the westernmost region of the country, bordering several European countries.

Ternopil, Khmelnytskyi, Vinnytsia, Zhytomyr, Cherkasy, Poltava regions - regions that are relatively safe, although air raid warnings may sound here too.

- Which Ukrainian regions should tourists not travel to?

At the same time, you should categorically avoid traveling to regions where there is active fighting or which are in close proximity to the border with the aggressor country and temporarily occupied territories. These regions include:

Donetsk, Luhansk, Kharkiv, Zaporizhia and Kherson regions (except for territories controlled by Ukraine).

Border areas of Sumy and Chernihiv regions.

Mykolaiv region (except for certain rear areas).

The only threat that is observed throughout the territory of Ukraine is missile attacks and drone attacks, however, if you follow safety rules and take shelter in case of an air raid, you can protect yourself from these risks.

- How does the Ukrainian security system work?

Staying in Ukraine during martial law requires special care and compliance with certain rules:

Air alerts and how to respond to them: An air alert signal is a warning of the threat of a missile strike or air attack. To monitor air alerts before traveling, install the Ukraine Air Alert App (App Store | Google Play).

In the event of an alert, you must immediately go to the nearest shelter (bomb shelter, basement, metro station). Stay in the shelter until the alarm is canceled. Shelters are open to everyone, including foreigners.

Find out how public transport works in Ukraine during air alerts on the Visit Ukraine portal.

Curfew restrictions: Curfews may apply in different regions, during which it is prohibited to be on the street and in public places without special permission. Be sure to check the curfew hours in the region you plan to visit.

Local authorities and volunteers actively support tourists in emergency situations, so don't hesitate to ask for help or ask questions.

What You Need to Know Before Entering Ukraine?

To enter Ukraine, foreigners and stateless persons need to have a basic package of documents. Depending on the country of origin, the requirements may vary slightly. The main documents for crossing the border:

- Rules of Conduct for Foreign Visitors

During Air Alerts

Air raid alerts in Ukraine are not to be taken lightly. When the Ukraine air alert app notifies you – stop what you’re doing and proceed to the nearest shelter immediately.

Shelters are located in metro stations, basements, underground parking lots, and designated safe areas.

Avoid windows and open spaces during alerts.

Keep your documents, phone, and power bank with you at all times.

Important! Always follow local announcements and avoid filming or streaming during alerts for your safety and the safety of others.

During Curfew Hours

Most Ukrainian cities maintain curfews, typically from midnight to 5:00 a.m., though times may vary by region.

Avoid being outside during curfew. Police and military patrols will stop anyone violating it.

Always carry your passport or ID when moving around the city, even during daytime.

Plan your evenings accordingly to return to your accommodation before curfew begins.

At Military Checkpoints

Checkpoints are common in and around Ukrainian cities for security purposes.

Slow down and be ready to stop when approaching a checkpoint. Keep your hands visible and follow the instructions of military personnel.

Do not take photos or record videos at or near checkpoints.

Carry your passport, visa, and any travel documents. It’s advisable to have printed and digital copies.

Tip! A calm attitude, clear communication, and respect for local protocols will help you pass through checkpoints smoothly.

- How to get around Ukraine and where to stay during your trip?

Ukraine has an extensive transport system that allows you to conveniently move between cities and regions. Travelers have a variety of options available, from rail routes to private vehicles.

Rail and bus connections

Wondering how to get to Kyiv or whether to take a train to Ukraine? Rail travel remains one of the safest and most reliable options. Trains between major cities run regularly, even in difficult wartime conditions, and buses allow you to get to less popular but interesting locations. Tickets for domestic routes can be conveniently booked through the Visit Ukraine platform - all in one place, with proven carriers and convenient service.

Traveling by your own car or rented transport

A good option for those who want to have complete freedom of movement and visit places outside the tourist routes.

Renting a car in Ukraine without a driver will be the best choice if: you have a driver's license of the required category, your driving experience and age meet the requirements of the company offering cars for rent, you are perfectly oriented in the city. In all other cases, it is better to order a car rental with a driver.

Visit Ukraine offers car rental services of various classes, including SUVs for trips to the mountains or countryside, and even buses for large companies. To make your trip as safe as possible, it is recommended to take out mini-CASCO car insurance in Ukraine before traveling by car - it covers risks associated with damage in a road accident, and also has an option that will insure your car even against war risks.

- Where to stay in Ukraine?

Regarding accommodation – Ukraine has a large number of hotels, hostels, apartments and green estates. It is worth booking accommodation in advance, especially in tourist regions or during holidays and festivals. It is better to give preference to those options that have good reviews, are located close to shelters and have flexible cancellation conditions.

What to See in Ukraine During Wartime?

Despite the war, Ukraine’s cultural and everyday life hasn’t stopped — it has adapted. In cities like Kyiv, Lviv, Odesa, and Chernivtsi, museums are open, theaters stage performances, and restaurants serve modern Ukrainian cuisine. Foreigners are often surprised: yes, there are air raids and restrictions, but there is also life, art, music, and hospitality.

Kyiv – the capital blends wartime resilience with creative expression. You’ll find open-air exhibitions, historical landmarks, art galleries, and even concerts held in metro stations.

Lviv – a cultural gem in Western Ukraine, where cobbled streets, jazz cafes, and literary festivals continue to attract tourists.

Odesa – the sea city offers architecture, humor, and vibrant street life. While the port is under military control, the city itself remains active and proud.

Chernivtsi – often called “Little Vienna,” this peaceful destination showcases Austro-Hungarian heritage and quiet university charm.
