Are you planning to travel abroad by your own car or rent a car in another country? Find out more about when Ukrainians need an international driving license, how to apply for it, and in which countries it is essential
Ukrainians are increasingly traveling abroad in their own vehicles or renting cars in other countries. This raises an important question: will an international driving permit (IDP) be required in 2025?
Let's figure out when and who needs it, as well as how to get it.
Do you need a Green Card?
Apply for a policy on the Visit Ukraine portal in just 5 minutes!
What is an international driving license?
An international driving permit is a supplement to a national license that confirms the right to drive a vehicle abroad. It is issued in accordance with the Geneva Convention of 1949 or the Vienna Convention of 1968, depending on the country of destination.
When do I need a TRP?
In 2025, the Ukrainian national ID card of the new model (plastic, with English translation) will be recognized in most European countries, the USA, Canada, Turkey, Israel, the UAE, etc. However, there are exceptions when an international license is required:
- To rent a car in some countries of Asia, Africa and South America
- If the country accepts only licenses issued under the Geneva Convention
- In cases where the police or rental companies require an IHD for official confirmation
Tip: Always check the rules of the country you are traveling to. You can do this on the website of the Ministry of Foreign Affairs or ask at the embassy.

How do I apply for an international driving permit?
You can apply at the service center of the Ministry of Internal Affairs. To do this, you need:
1. Submit an application and documents (passport, national ID, photo)
2. Pay an administrative fee
3. Receive the document within 5 working days
The residence permit is valid for 3 years or until the expiration of the national certificate.
It is important to remember! A residence permit is not an independent document - it is valid only together with a Ukrainian certificate.
In addition, it is not suitable for permanent use - only for temporary stay abroad.
The document also has an international format with translation into several languages.
Planning a trip abroad by car? Don't forget about the Green Card!
The Green Card is a compulsory third-party liability insurance that is valid in most European countries. It will protect you from financial risks in the event of an accident outside Ukraine and provide you with confidence while travelling.
On the Visit Ukraine portal, you can quickly and conveniently apply for a Green Card online - without queues, without unnecessary documents, in just a few minutes.
Apply for a Green Card and travel safely!
