How do I pass the Ukrainian language and history exam to obtain Ukrainian citizenship?

Foreigners and stateless persons who intend to become citizens of Ukraine must pass exams in the state language, the fundamentals of the Constitution and history of Ukraine.
On March 21, 2023, the Verkhovna Rada adopted Law No. 2996-IX, which amended the Law “On Citizenship of Ukraine” to make knowledge of the fundamentals of the Constitution and history of Ukraine one of the conditions for acquiring citizenship.
To implement this provision, on May 30, 2024, the Cabinet of Ministers approved Resolution No. 620, which establishes the official procedure for passing the relevant exams.

Who organizes the exams?
The State Institution “Scientific and Methodological Center for Higher and Professional Higher Education” has been appointed as the responsible institution for organizing and conducting the exams. The Center has developed curricula, test tasks and opened an information website citizenship.gov.ua, where all the necessary information is available:
- instructions and exam programs;
- a database of test questions (350 tasks);
- registration and schedule of exams;
- payment details.
How do I register for the exam?
To register, you need to log in to the system using an electronic signature: file, ID card, Bank ID or Diia.Signature. You must also provide a valid email address.
Important: you can take the exam only in Ukraine - at designated centers in Kyiv, Lviv, and Kharkiv regions. When submitting your application, choose only these regions and institutions marked “FOR CIVIC ACQUISITION”.

Exam schedule
The exams are held regularly. For example, in 2025, the following dates are scheduled:
April: April 9, April 23
May: May 14
June: June 11
July: July 16

What to bring and how to pay?
You must come to the exam with an identity document. There is a fee for taking the exam - for 2025, the cost is UAH 9084 (three subsistence minimums for able-bodied persons).
Payment can be made through a bank or mobile application. After that, you need to send a screenshot of the receipt to the following email address: inozem@mova.gov.ua.
You must keep the receipt until you receive the certificate.
What result is considered successful?
The exam is considered passed if the candidate scores 70 to 100% correct answers. Upon successful completion, a person receives a state certificate of proficiency in the state language at level B1.
This certificate is required for further submission of an application for citizenship - but the mere fact of passing the exam does not oblige you to take this step.
