Ukraine has made significant progress in developing its startup ecosystem, ranking fourth in Europe in terms of startup support according to the European Startup Nations Alliance (ESNA) 2024 report. This ranking assesses how effectively countries create conditions for the growth and scaling of technology companies.

Ukraine in the ranking of startup ecosystems in Europe
According to the Ministry of Digital Transformation, Ukraine joined the ESNA initiative in November 2024 and has already shown excellent results. The country ranked 4th among 24 EU countries, surpassing the European average by 12%.
Ukraine received maximum points for implementing the following standards:
• Speed of online business creation - thanks to the digital service “Diia”, you can start your own company in a matter of minutes.
• Access to funding - The Ukrainian Startup Fund is recognized as an effective mechanism for supporting innovative projects. It has already provided 570 grants worth ₴423 million for the development of breakthrough technology companies.
• Accessibility of digital public services - Ukrainians can do business online without bureaucracy and queues thanks to large-scale digitalization.
• Options and favorable taxes - Diia.City's special legal and tax regime provides favorable conditions for attracting investment in the tech sector.

Significance of the achievement for Ukraine
The Ministry of Digital Transformation notes that this result confirms the effectiveness of the state's digital policy. Ukraine continues to strengthen its position in the global innovation arena and expand opportunities for startups.
The government plans to continue supporting the development of technology businesses by attracting investors and developing digital infrastructure. The successful implementation of these initiatives will not only contribute to economic growth but also increase Ukraine's competitiveness in the global technology space.
