Ukraine is taking a decisive step into the future by announcing the launch of Europe's first centre for the comprehensive integration of artificial intelligence into government processes - WINWIN AI Centre of Excellence. This ambitious project aims to make the country one of the top three global leaders in terms of the adoption and use of AI technologies by 2030.

Innovation centre for the public sector

WINWIN AI Centre of Excellence brings together leading international and Ukrainian experts in the field of technology and artificial intelligence. The main task of the centre is to develop and implement AI solutions in key areas of Ukrainian life:

- Defence: Improving security and decision-making efficiency.

- Healthcare: Optimisation of diagnostics, treatment and management of medical resources.

- Education: Modernising educational processes and improving the quality of education.

- Business: Promoting innovation and increasing the competitiveness of companies.

Strategy for achieving an ambitious goal

In order to become one of the top 3 countries in the world in terms of AI integration by 2030, Ukraine has already identified several priority areas:

1. Development of a national AI strategy. Creation of a programme of investments in research and development of AI solutions that will become the basis for systematic and sustainable growth.

2. Creation of the best legal environment for AI development in the world. Formation of a legislative framework that promotes innovative development and protects the interests of all ecosystem participants.

3. Growth of AI startups by at least 50% annually. Supporting new projects and startups that will bring domestic technologies to the global level.

Strengthening the status of Ukraine as the country with the largest number of AI developers in Europe. Attracting talents and investments to create a dynamic community of AI specialists.

Specific tasks for the coming year

WINWIN AI Centre of Excellence has already outlined key steps to achieve its strategic goals. In particular, they want to develop a national language model (LLM) for public services. This will improve the interaction of citizens with government agencies, increasing the quality and accessibility of services.

They also want to create a mechanism for developing pilot AI solutions. Support and testing of innovative projects that can transform public administration.

In addition, the project plans to:

▪️ Launch an AI incubator and release at least three AI products. Creating an ecosystem that will stimulate the development of new technologies and commercialisation of ideas.

▪️ Integration of AI into the Diia and Mriya projects. Introducing artificial intelligence into already successful state digital services, which will improve their functionality and user experience.
