Crossing the Ukrainian border with cash or bank metals has its own rules. They are the same for both residents and foreigners, but with some nuances.


In this article, we have compiled the most up-to-date information as of 2025.





Limit without declaration


An individual may import or export foreign or national currency in cash, as well as bank metals, in an amount up to 10,000 euros in equivalent value.


In this case, no declaration is required.


Declaration of amounts exceeding 10,000 euros


If you are carrying an amount equal to or exceeding 10,000 euros, you must:


1. Fill out a written customs declaration.

2. For residents — provide documents confirming the origin of the funds:

- bank account statement;

- a receipt for cash withdrawal from a bank;

- a document confirming the currency exchange transaction;

- a certificate of purchase of bank metals from a bank or the NBU.

Important! These documents must be valid for 90 calendar days from the date of withdrawal or purchase.

3. For non-residents, only a declaration is required; no additional documents are needed.

Conversion to euros


The amount is converted to euros at the exchange rate in effect on the date of crossing the border:


- at the official hryvnia-euro exchange rate set by the NBU;

- or at the cross rate for other currencies or metals.


What are the penalties for importing currency?


If a person has not declared an amount exceeding the established limit, a penalty is imposed:


20% of the excess (amount exceeding EUR 10,000) — calculated at the NBU exchange rate on the day of the violation.

Rules for importing cash for minors


Children have the right to carry currency valuables within the limits established by law.


If a child is under 16 years of age, the declaration must be submitted on their behalf by their legal representative.

On the Visit Ukraine portal, you can easily purchase insurance both for foreigners visiting Ukraine and for Ukrainians travelling within the country.


Entry into Ukraine


There are no restrictions on the import of currency or bank metals.

Documents proving the origin of funds are not required upon entry.

A declaration is only required if the amount exceeds €10,000.

1. If you are traveling with your family, please note that the €10,000 limit applies to each person individually, not to the entire group.

2. Even if the amount is slightly below the limit, we recommend that you have supporting documents with you — customs officers may ask you to prove the origin of the funds.

3. If you exceed the limit, it is better to declare it voluntarily — this will help you avoid serious fines.

Please note that roads in tourist regions of Ukraine are maintained in good condition and most routes are safe. It is only necessary to choose proven routes and follow traffic rules. Can €20,000 be divided among several family members?

Yes, but only if the money really belongs to each person separately. The declaration must indicate the amount being carried by a specific person.

Any bank statements or certificates confirming the withdrawal of cash or purchase of metals. They are valid for 90 days.


What should you do if a customs officer believes that the money belongs to one person?

It is better to have separate sets of documents for each family member, even for children, to avoid disputes.
