Neue Regeln für eСherha gelten jetzt für Lkw: Was hat sich geändert

Starting in 2025, new rules for the ‘eСherha’ system for trucks crossing the border will kick in in Ukraine. The changes cover both the prioritisation algorithm and new restrictions aimed at making queues more transparent and predictable. The innovations were approved by Order No. 1028 of the Ministry of Community, Territory and Infrastructure Development dated 20 June 2025, registered with the Ministry of Justice.

Why were the rules changed?

The main purpose of the updated rules is to guarantee predictable waiting times and effectively take into account priority shipments. This applies to goods that need to be quickly cleared through the border, as well as to the organisation of reservations to prevent abuse by carriers who reserve places ‘in reserve’, disrupting the stability of the entire system.

Under the new rules, priority entry to the checkpoint will be granted to:

▪️ trucks with perishable goods;

▪️ vehicles of companies with Authorised Economic Operator (AEO) status;

▪️ vehicles transporting goods under a T1 transit declaration or a TIR Carnet;

▪️ vehicles of the Security and Defence Forces of Ukraine travelling on official business.

How does the new ratio work?

The ratio of priority cargo to other types of cargo will be calculated in accordance with the approved rule, namely — 1 AEO/T1/TIR truck with perishable cargo: 1 truck with perishable cargo: 1 AEO/T1/TIR truck: 5 .

This will ensure smooth and fair traffic flow for priority vehicles.

New measures against ‘fake’ bookings

One of the main problems in the operation of online queue systems has been mass registration ‘just in case’, which makes the system unpredictable. The new rules introduce strict restrictions to combat this phenomenon:

▪️ The queue can be extended once every 60 days for each truck.

▪️ Deferral is possible for 4, 6, 8 or 10 hours, depending on needs.

▪️ Cancellation of the queue is still available, but now it may result in temporary blocking.

When can the system block a truck?

The system will automatically block the ability to register in the ‘eСherha’ for 14 days if the following is detected:

1. entering false information about the driver, vehicle or cargo;

2. crossing the border without registering in the ‘eСherha’;

3. registration of empty transport when cargo is actually present;

4. two independent cancellations after the status ‘entry into the checkpoint’;

5. two automatic cancellations due to non-arrival of the truck;

6. two cancellations per day before crossing the border within the last 30 days.

Once the rules are officially approved, the eСherha system will be updated to reflect the new requirements: relevant functions will be added, as well as mechanisms to check data accuracy and compliance with restrictions.
