On July 30, 2025, new military registration rules came into force in Ukraine for women with medical or pharmaceutical education.
According to the resolution of the Cabinet of Ministers No. 916, such women are automatically registered for military service without their personal participation. At the same time, they remain obliged to report to the territorial center for recruitment and social support (TCRS) within 60 days after completing their education.
We explain what exactly has changed and what obligations women medical professionals now have.
Who is automatically registered for military service?
From now on, educational institutions that train specialists in the field of medicine and pharmacy — vocational, professional, and higher — must submit lists of their female graduates to the TCCS within seven days after the completion of their training. This data becomes the basis for the automatic inclusion of women in the Unified State Register of Military Service.
This means that after receiving their diploma, women are officially subject to military service — even without visiting the TCC. However, this is not the end of the formal procedure.
Is it mandatory to report to the TCC?
Despite automatic registration, every woman who has obtained a medical or pharmaceutical education is required to appear in person at the TCC within 60 days after completing her training to undergo a military medical examination (MME). The MME will determine her fitness for military service.
If this is not done on time, the woman may be subject to administrative proceedings, declared wanted, and fined, as is the case for men. There are no separate rules or concessions based on gender.

What if the education was obtained earlier?
Decree No. 916 does not apply to women who obtained medical or pharmaceutical education before it came into force. If such a woman is not yet registered with the military, she must independently apply to the TCC and SP to fulfill this obligation.
Will mobilization be mandatory?
No. Despite being registered, women can only serve in the military on a voluntary basis. Compulsory mobilization of women is not currently provided for by law.
However, as lawyers emphasize, failure to fulfill the obligation to report to the TCC may have serious consequences, including administrative liability.
What if a woman is abroad?
If a female medical professional is already registered, she can use the “Reserve+” app to update her information. However, if she is not yet registered, she must be physically present in Ukraine to be entered into the registry and undergo a medical examination; this cannot be done remotely.
CMU Resolution No. 916 strengthens the registration of women with medical and pharmaceutical education, in particular immediately after graduation.
Although military service remains voluntary for them, failure to comply with registration formalities may result in administrative liability. Therefore, it is important not to ignore the obligation to appear at the TCC, even if a woman does not actually plan to serve in the army.
