If you are planning a trip to
Ukraine in 2025, whether you are coming from the EU, UK, US or Canada, understanding Ukrainian customs rules is a key requirement for crossing the border, especially when it comes to bringing money into Ukraine.

This article answers the essential question: how much money can I bring to Ukraine, how to declare it properly, and what are the money limits for travelers at the border.

Read here what can be imported and exported from Ukraine.

Cash limit for entering Ukraine: what you need to know

If you're wondering how much money you can bring to Ukraine, the answer depends on whether you’re ready to declare it.

- Up to €10,000 (or equivalent in other currencies) per person can be brought into Ukraine without declaration.

Importantly! The amount includes all cash you carry — in euros, US dollars, British pounds, Canadian dollars, hryvnias, or any other convertible currency.

- If you carry more than €10,000, you must submit a written declaration and provide documents proving the origin of the funds.

Please note that the conversion of cash currency amounts and the value of bank metals into euros is carried out at the official hryvnia to euro exchange rate established by the National Bank of Ukraine, or at the cross-rate determined in accordance with the official hryvnia to relevant foreign currencies and bank metals established by the National Bank, ON THE DAY OF CROSSING the customs border of Ukraine.

What currencies are allowed?

You can bring money into Ukraine in foreign currencies (USD, EUR, GBP, CAD, etc.) or Ukrainian hryvnia. Just make sure the banknotes are undamaged and recognizable.

When do I need to declare cash?

According to cash declaration for foreigners in Ukraine, any amount exceeding €10,000 per adult traveler must be officially declared upon entry or exit.

A verbal declaration is not sufficient – it must be written.

Declaration applies per adult traveler; children’s cash is counted separately.

What does the border guard check?

When entering Ukraine, the customs and border services may:

- Ask the total amount of money you’re carrying.

- Request a declaration if the amount exceeds the allowed limit.

- Check your documents and ask for the source of funds.

Important advice for travelers: before entering Ukraine, make sure you have valid insurance for foreigners, which is a mandatory condition for entering Ukraine. In conditions of martial law, we recommend choosing a policy that includes coverage for military risks.

Check the terms of the health insurance policy and insurance with coverage for military risks on the Visit Ukraine portal.

We have previously provided detailed information about the operation of checkpoints, their workload, and advice on the optimal time to leave.

How to declare cash when entering Ukraine?

If you're carrying more than the allowed limit, here’s how to declare it properly.

Where and how do I declare my cash?

As of 2025, the customs declaration must be completed at the point of entry, at the land border of Ukraine.

It is important to declare the full amount, even if it exceeds the threshold by only a few hundred euros.

Who must declare cash?

Anyone aged 16 or over who is importing or exporting more than €10,000 in cash, bank metals or financial documents.

You must declare even if you are not the owner of the funds (for example, you are transporting someone else's money or valuables).

How to fill out a declaration?

1. The declaration form can be downloaded from the link.

2. Indicate whether you are entering or leaving Ukraine.

3. Enter your full name, citizenship and passport details.

4. Provide information about the owner of the funds (if different from the traveler) - if the cash belongs to someone else, indicate their details.

5. Details of the funds - indicate each amount in currency in figures and words (for example, 10,500 euros - ten thousand five hundred euros).

For gold or other bank metals - indicate the weight in grams and the value in euros.

For checks, bonds or other documents - list the names and values.

6. Source of income and purpose of import

Briefly explain where the money comes from (e.g. savings, inheritance, sale of property) and why you are bringing it (e.g. purchase of real estate, investment in a business).

7. Transportation details – indicate the mode of transportation: car (vehicle registration), rail (train number), other (e.g. walking).

8. Add your signature and date at the bottom of the form.

The form must be completed: in block letters, in dark ink, in Ukrainian, English or another common international language.

You may request additional pages if necessary. All pages must be signed and clearly marked as part of your declaration.

What documents do I need to declare money in Ukraine?

When declaring cash, also present:

- Your passport.

- Proof of the origin of the money: bank statements, withdrawal receipts or exchange receipts.

- Customs declarations from another country, if you are traveling in transit.

- Documents confirming why you are carrying the money (if any).

What if I don’t declare my money on time?

Failure to declare excess cash may result in:

1. Confiscation of some or all of the undeclared funds.

2. Fines or administrative charges.

3. Potential delays at the border.

Can I take cash out of Ukraine?

When leaving Ukraine, the rules for declaring currency values remain the same as when entering - if you are exporting more than €10,000 (or equivalent), you must fill out a customs declaration.

- For residents of Ukraine

If you are a resident citizen and are transporting more than €10,000, you must provide documents confirming the origin of the funds along with the declaration:

1. Certificates of cash withdrawal from your own bank account and (if necessary) currency exchange receipts. These documents must be issued no later than 90 days before the date of departure.

2. If you are transporting bank metals - confirmation of their purchase from a bank or the National Bank of Ukraine for the appropriate amount (over €10,000).

- For foreigners (non-residents)

Foreign citizens must only follow the declaration rules. Confirmation of the origin of funds for an amount over €10,000 does not need to be submitted.

Can I carry cash while transiting through Ukraine?

Yes, but customs may still ask for documentation, especially during airport layovers or short stays. Be prepared to explain the purpose and destination of the funds.

What happens if I violate the rules?

Undeclared money may be confiscated.

Travelers may be subject to fines or legal action.

In serious cases, entry bans or further investigation may occurю
