The Ukrainian government has announced major changes to the system of support for families with children. On July 14, during a Cabinet meeting, Prime Minister Denys Shmyhal announced the approval of a new bill that changes the approach to providing state assistance before and after the birth of a child.
The initiative covers both financial support and mechanisms to make it easier for parents to care for their children.
Increased childbirth assistance
One of the key changes will be an increase in the one-time payment after the birth of a child. Instead of the current 10,300 hryvnia, the state plans to pay 50,000 hryvnia. This significant increase is intended to better meet the needs of newborns in the first months of life.
Support for women without work experience
Women who have given birth but have no official work experience currently receive meager assistance—less than UAH 1,000. The new bill proposes to increase this to UAH 7,000 per month.
New payments for childcare for children under 1 year of age
A new monthly payment will be introduced to one of the parents or guardians for the care of a child under one year of age. Its amount will be determined separately by the Cabinet of Ministers. This will allow parents to focus on their baby without worrying about basic financial expenses.

The eYasla program: freedom of choice for parents
When a child reaches the age of one, parents will have a choice:
- return to work and receive 8,000 UAH per month from the state to pay for childcare services (nursery, nanny, etc.);
- or stay at home until the child reaches the age of three, while the mother or father will continue to pay a single social contribution, which is important for pension and employment records.
Continuation of the Baby Box program
The Baby Box program will continue in two forms:
- in-kind assistance (a set of items for newborns),
- or cash compensation of over UAH 7,500, which can be spent at the recipient's discretion.
School starter kit for first graders
In addition to supporting new parents, the state has not forgotten families with school-age children.
The government has approved the School Starter Kit program, which provides 5,000 UAH for each first grader to prepare for school. This will be a significant help on the eve of the school year.
According to the Prime Minister, these steps are not just an increase in assistance, but a change in the philosophy of state support. The focus is on people, their needs, and opportunities, not just formal criteria.
Details of the program's implementation will be announced in the near future by the Ministry of Social Policy.
