Who needs medical insurance to enter Hungary?
According to official sources and general requirements for entry into the Schengen area (of which Hungary is a part), medical insurance is mandatory for the following categories of persons:
Third-country nationals who require a Schengen visa (short-stay visa, type C) to enter the country
When applying for a visa, you must have a valid medical insurance policy that covers the costs of emergency medical care, hospitalisation and repatriation for medical reasons. The minimum coverage amount is usually €30,000. The insurance must be valid for the entire duration of the planned stay.
Persons applying for a long-term visa (type D) or a residence permit (e.g. for employment, study)

Who should have medical insurance to enter Hungary?
According to official recommendations and international practice, medical insurance for entry into Hungary is desirable (strongly recommended) but not always strictly mandatory for the following categories of persons:
Third-country nationals who are entitled to visa-free entry into the Schengen area (including Hungary)
Although there is no strict legal requirement for them to present an insurance policy at the border (as is the case for visa applicants), insurance is highly desirable. Border authorities may require proof of sufficient financial means to cover possible expenses, including medical expenses, and an insurance policy is the best proof of such ability. Moreover, without insurance, all medical expenses (from doctor's consultations to emergency hospitalisation) are borne by the traveller, which can be extremely expensive.
EU/EEA and Swiss citizens travelling to Hungary
Although they have access to the Hungarian public healthcare system upon presentation of a European Health Insurance Card (EHIC), the EHIC only covers emergency and essential medical care under the same conditions as Hungarian citizens. It does not cover repatriation costs (return home for medical reasons), dental costs, treatment of chronic illnesses, loss of luggage, cancellation of travel, etc. Therefore, for complete peace of mind and wider coverage, it is highly recommended to take out additional private travel insurance.
Persons visiting Hungary on short private visits (e.g. to friends/relatives) where no visa is required

How is medical assistance provided to refugees in Hungary?
According to official sources and information from international organisations (such as UNHCR) and Hungarian state authorities, medical assistance to refugees in Hungary is provided as follows:
Until temporary protection status or asylum seeker status is granted (for Ukrainians)
Emergency and urgent medical care: Ukrainian citizens who arrived in Hungary after 24 February 2022 are entitled to emergency and urgent medical care in most hospitals and clinics on the basis of their Ukrainian foreign passport. The costs of such services are covered by the Hungarian Health Insurance Fund. The emergency number is 112.
Specialised assistance in certain cases: Free gynaecological care and examinations during pregnancy are available (e.g. at the Duna Medical Centre in Budapest), as well as psychological assistance through special hotlines and organisations (e.g. pszi.hu). There are also hotlines for diabetics and assistance for people with autism.
For children: In urgent cases, you can contact children's hospitals (e.g. the ‘Hajdú-Bihar’ hospital). There are emergency hotlines for children that provide advice on obtaining referrals.
After obtaining temporary protection status or international protection status (refugee/subsidiary protection)
First 6 months: Persons who have been granted temporary protection status are entitled to access free basic medical services for six months. These include medical screenings, examinations, general medical care and specialised emergency care. For this purpose, a temporary document (e.g. ‘Hatósági Bizonyítvány’ instead of a TAJ card) may be issued, or a ‘technical ID’ may be generated by the medical facility in the absence of a TAJ number, which provides access to services similar to those available to Hungarian citizens.
After 6 months: After the initial six-month period, access to full medical care through the public insurance system (TAJ card) is usually linked to employment (the employer pays contributions) or to the independent payment of monthly insurance contributions. If a person is in a difficult financial situation (income below a certain threshold), they may be entitled to free medical care on the basis of ‘social need’ (közgyógyellátás), which must be applied for through the local authorities.
Full range of services (after obtaining insurance): After obtaining full health insurance (TAJ card), refugees have access to preventive examinations, primary and specialised care (outpatient and inpatient), certain types of dental care, rehabilitation, emergency services and reimbursement of medication costs.

In accordance with Hungarian law and the general requirements of the Schengen area, there are clear insurance requirements for different categories of persons. The main aspects regulated by official sources include:
Medical insurance for entry and stay
To obtain a Schengen visa (type C) or a long-term visa/residence permit (type D), Hungarian law, like the general rules of the Schengen area, requires a valid medical insurance policy.

Hungary has a compulsory health insurance system administered by the National Health Insurance Fund (NEAK). Foreign citizens who are working or planning a long-term stay must have medical insurance. This can be:
State insurance (TAJ card): After employment, the employer pays social contributions, which include health insurance contributions, and the person gains access to the state healthcare system. For persons who are not working but wish to have access to the state system, it is possible to take out voluntary insurance with NEAK by paying monthly contributions (the amount of which depends on the minimum wage and age) after undergoing a medical examination.
Private health insurance: Permitted, especially in the early stages of residence before obtaining a TAJ card, or as a supplement to state insurance for access to a wider range of services and private clinics.
For students: International students may be required to provide proof of insurance through university programmes or private providers.
