For the first time in Ukraine, the Cabinet of Ministers has approved uniform requirements for the transportation of animals on intercity and international bus routes. According to the press service of the Ministry of Community and Territorial Development of Ukraine, the decision was made on July 7, 2025, by amending Resolution No. 176. The initiative was the result of joint work between the Ministry of Community and Territorial Development and the animal welfare organization UAnimals.
It is noted that until now, the rules for transporting animals have been vague, creating confusion for both passengers and carriers. The new requirements will avoid conflicts and ensure uniform transportation standards that are clear to all travelers.
The aim of the innovations is to ensure comfort for all passengers, guarantee safe conditions for the transport of pets and, most importantly, introduce humane treatment of animals. The updated requirements also comply with European standards and contribute to the harmonization of Ukrainian legislation with EU norms.

Basic requirements for transporting animals on buses
1. Documents
All pets must have a veterinary document certifying the animal's health. Without this document, the carrier has the right to refuse transportation.
2. Transportation of small animals (up to 10 kg)
Small animals include dogs, cats, rodents, and ornamental birds. They can be transported in special containers, bags, or cages with an absorbent bottom.
Placement is permitted:
● in the passenger's arms;
● under the seat;
● in a separate place, if the passenger has purchased it at full ticket price.
3. Transportation of medium and large dogs (10–45 kg)
There are strict restrictions for the transportation of medium and large dogs:
● the animal must be muzzled and on a leash;
● the passenger must purchase all adjacent seats in the row;
● the dog must be placed on the floor on a special mat;
● it is prohibited to place the animal on the seat.
Important: no more than one pet may be transported in the cabin at a time, or two if accompanied by one person.
4. Transportation of very large dogs (over 45 kg)
Dogs weighing over 45 kg may only be transported in accordance with the carrier's specific conditions in specially equipped vehicles.
5. Guide dogs
Dogs accompanying persons with disabilities have special rights:
● they are transported free of charge;
● no additional seats need to be purchased;
● they must wear a muzzle and be kept on a short leash;
● they must remain next to the person they are accompanying.

When will the new rules come into force?
The Government's decision will come into force after its official publication. From that moment, all carriers operating domestic and international flights will be required to comply with the approved regulations.
