In the first quarter of 2025, Ukraine's tourism industry paid UAH 799 million in taxes, which is 27% more than in pre-war 2021. According to Natalia Tabaka, head of the State Agency for Tourism Development (DART), in a comment to Delo.ua, growth is observed in almost all key tourist regions. The market continues to adapt, the number of taxpayers is growing, and the cost of services is rising due to inflationary pressure, which also affects overall revenues.
Tax revenues from tourism: statistics and dynamics
According to official data, in January–March 2025, the state budget received UAH 799 million from entrepreneurs and companies operating in the tourism sector. This is 30% more than in 2024, when tax revenues amounted to UAH 616 million, and almost twice as much as in the first quarter of 2023, when only UAH 383 million in taxes were paid. Thus, in 2025, the tourism industry paid 27% more taxes than in the first quarter of 2021 (UAH 629 million) — that is, even before the full-scale war.
As noted by the head of the State Agency for Tourism and Recreative Economy, the industry is showing steady positive dynamics in both the number of active taxpayers and the amounts paid.
Leading regions in terms of tax revenues from tourism
The highest tax rates were recorded in the following regions:
● Kyiv — UAH 323 million (an increase of 76% compared to 2024);
● Lviv region — UAH 129.5 million (+35%);
● Odesa region — UAH 39.2 million (+39%);
● Kyiv region — UAH 38.8 million (a decrease of 34%);
● Zakarpattia region — UAH 38.5 million (+38%);
● Dnipropetrovsk region — UAH 35.1 million (+20%).
These results indicate the recovery of domestic tourism and the active participation of regions in the development of the industry, despite the difficult security situation.

Why are tourism revenues growing?
One of the key reasons is the increase in the number of taxpayers. In 2025, there were 12,757 taxpayers, 7% more than last year. Of these, more than 9,700 are individuals, and the rest are legal entities. However, the industry has not yet returned to pre-war levels (16,000 in 2021).
Another factor is the increase in tax rates. The impact of inflation should also be taken into account: increased operating costs, higher energy prices, logistics, and essential goods.

How has the cost of tourist services in Ukraine changed?
According to the head of the State Agency for Tourism and Recreative Activities, tourist services have risen in price by an average of 20–40% in recent years. In particular, in the summer of 2024, vacations in the Carpathians became 10–25% more expensive within a single season. This is directly related to:
● rising fuel prices;
● logistics costs;
● the general level of inflation (in Ukraine in 2024, it was about 12%).
Forecasts: what will happen to the tourism industry in Ukraine?
DART expects the positive trend to continue until the end of the year, provided the security situation remains stable. The increase in domestic tourism, the adaptation of businesses to new conditions, the digitalization of processes, and the improvement of service quality give grounds for optimism.
However, it should be remembered that the tourism sector remains sensitive to external risks, in particular security risks.
