Since the start of the full-scale war in Ukraine, millions of Ukrainians have found temporary or permanent refuge in European countries, but many of them are unaware that participating in local elections is a right that can and should be exercised. In some European Union countries, as well as outside the EU, foreigners, including Ukrainians, have the opportunity to influence political processes at the local level. This is reported by Nasz Wybir.
The right to vote is not just a bureaucratic formality. It is a real tool for integration and influence on community life. The presence of Ukrainian votes can change political rhetoric, especially in regions with a high proportion of refugees. It is also a way to counter discriminatory or populist statements, as candidates are forced to take into account the interests of all voters.
However, statistics show that even where it is permitted, the turnout of foreigners in elections is extremely low — only 12–20%. The reason is often trivial — lack of information.

In which countries can Ukrainians vote?
Currently, at least 16 European countries grant Ukrainians the right to participate in local or regional elections. The conditions vary, but most often require:
▪️ Permanent resident status;
▪️ Residence in the country for 2 to 5 years.
▪️ Here is a list of countries and conditions:
Finland, Sweden, Estonia, Norway, Slovakia
- Resident status required;
- Length of residence: 2 to 3 years;
- Temporary protection does not give the right to vote.
Ireland
The only EU country where Ukrainians with temporary protection can participate in local elections;
This decision may affect the election results in districts with a high concentration of Ukrainians.
Scotland and Wales
Ukrainians who have moved under the Ukrainian Sponsorship Scheme are eligible to vote;
From the age of 16.
Switzerland
The possibility of voting depends on the canton;
In some regions, Ukrainians with a residence permit can participate in elections.
Hungary
All foreigners with immigrant, resident or refugee status can vote in local elections.
Iceland
Foreigners who have lived in the country for at least three years are granted the right to vote at the local level.
