Russian dictator vladimir putin has signed a decree obliging Ukrainian citizens staying in russia or in the temporarily occupied territories (TOT) to regulate their legal status or leave the country. The document was officially published on the russian legal information website.

Main provisions of the decree

According to the decree, Ukrainian citizens who are in the russian federation and do not have legal grounds for staying there must:

● leave the russian federation on their own or,

● by September 10, 2025, regulate their legal status by obtaining the appropriate status or citizenship of the russian federation.

In addition, the decree stipulates that foreigners and stateless persons staying in the occupied territories of the so-called “DPR” and “LPR”, as well as in the occupied parts of Zaporizhzhia and Kherson regions, are required to undergo a medical examination. They must confirm the absence of infectious diseases and the fact that they are not involved in drug use.

Repression and the threat of forced passportization

The Center for National Resistance (CNR) states that the new kremlin decree is the next stage of repression against Ukrainians in russia. The main goal is to force Ukrainians to accept russian citizenship and further mobilize them into the russian army.

According to experts, those who refuse to comply with the decree face the threat of:

● deportation

● arrests

● political repression.

The CNR notes that the decree creates new mechanisms of pressure that force Ukrainians in the TOT to accept russian citizenship under the threat of criminal prosecution. This is another tool for assimilating the Ukrainian population and changing the demographic composition of the occupied territories.

Thus, putin's new decree is another step towards tighter control, which poses a threat to hundreds of thousands of Ukrainians.
