In Ukraine, vehicle inspection remains mandatory for certain vehicle categories, even during martial law. In 2025, the rules for passing the MOT will remain relevant, as checking a car's technical condition improves road safety.


However, the Cabinet of Ministers of Ukraine has approved new rules for technical inspection of vehicles. The relevant resolution No. 286 came into force on May 19, 2025. The changes will affect both the inspection procedure itself and its cost. The state promises to increase the transparency of the process and introduce stricter controls.

Who has to undergo technical inspection in 2025?


The technical inspection of cars in Ukraine is regulated by the Law “On Road Traffic” and the Order of the Ministry of Infrastructure No. 106. It is carried out by certified institutions that have the appropriate accreditation. In 2025, periodic inspections will remain mandatory for certain categories of vehicles used on main roads.


The following are subject to mandatory inspection:

1. Heavy-duty vehicles older than one year - annually;

2. Buses that have been in operation for more than 2 years - every 6 months;

3. Cargo and passenger vehicles up to 3.5 tons, older than two years - every two years;

4. Taxis older than 2 years - every year;

5. Specialized vehicles (cranes, ambulances, garbage trucks) - annually;

6. Transport for the transportation of dangerous goods - after the first year of operation, and then every 6 months.


Transparent procedure: how technical inspections will be conducted in 2025


From now on, technical inspections of vehicles will be conducted according to clearly defined rules. The entire procedure must be recorded on video from start to finish. This will eliminate the possibility of falsification or forgery of documents.


Inspectors will pay particular attention to the condition of lighting equipment, in particular:


Headlights

Dimension lights

Turn signals

Brake lights


The following will also be recorded:


odometer readings;

tachograph (if available) — with a photo of the active screen and the adaptation plate;

control elements in training vehicles — in a simplified format.


What has been canceled?


The new rules also provide for some simplifications. The following have been removed from the list of mandatory actions:


- recording the results of brake tests;

- photos showing CO, HC, and smoke emissions;

- printing photos on the back of the technical inspection report.


Single database of technical inspection results


According to the resolution, a nationwide electronic database of technical inspection results will be created in Ukraine. This will allow tracking the inspection history of each vehicle and reduce the number of fictitious inspections.


New prices for technical inspections in Ukraine


The government has also approved an increase in the cost of technical inspections, which will come into effect on June 1, 2025:


Passenger cars and trucks up to 3.5 tons — from 1,050 to 1,700 UAH

Heavy vehicles and buses — from 1,500 to 2,300 UAH

Trailers and motorcycles — up to 2,300 UAH (depending on category)

MSTO mark — from 300 to 500 UAH


Services related to tachographs will also become more expensive:


Inspection and adjustment — 1,600 UAH (previously 1,200)

Reading from a driver card — 150 UAH (previously 100)

Reading from a tachograph — 300 UAH (previously 250)


What will happen if you do not pass the technical inspection?


Drivers who do not pass the updated inspection may face serious penalties:


fines;

prohibition of vehicle operation;

license revocation (for carriers);

inability to travel abroad in your own car.

What categories of vehicles are exempt from mandatory technical inspection?


In Ukraine, certain categories of vehicles are exempt from mandatory technical inspection. You do not need to pass it:

1. Owners of passenger cars, trailers and semi-trailers, if the vehicle is not used for commercial activities and profit;

2. New cars and trailers used in commercial transportation, but with a service life of no more than two years.

List of documents required for technical inspection


The following documents are required to pass the technical inspection of a car:

- Technical passport;

- Passport of the vehicle owner;

- Power of attorney for the right to undergo technical inspection;

- A copy of the state registration certificate - for legal entities.


Rules for passing the technical inspection to enter Moldova


Technical inspection is a mandatory procedure for all drivers planning to cross the border with Moldova. Its purpose is to check the technical serviceability of the car, compliance with environmental standards and prevent possible refusals of entry.

Without a diagnostic card or international certificate, your vehicle may not be allowed to cross the border. During the inspection, the car registration certificate and documents of the owner or authorized representative are checked. Diagnostics is carried out using modern equipment that analyzes the state of the vehicle's main systems.


If the car meets all the requirements, a diagnostic card or inspection report is issued. The procedure usually takes minimal time if the car is properly prepared.

The International Technical Inspection Certificate (ITC) confirms that the car complies with the norms of the 1997 Vienna Agreement and allows you to travel abroad without hindrance.


Rules for Vehicle Inspection in Romania


According to Romanian law, technical inspection (MOT) is a mandatory procedure for all vehicles traveling on the country's roads. Without a valid technical inspection, a car is considered unregistered, which entails serious fines.


The regularity of the inspection depends on the age and purpose of the vehicle:

- New cars are inspected for the first time 3 years after registration;

- Cars aged 3 to 12 years - every 2 years;

- Vehicles that have been in operation for more than 12 years undergo an annual inspection;

- Taxis, car sharing, car rental - every 6 months;

- Trucks weighing up to and over 3,500 kg - annually.


If the technical inspection is not completed within the specified period, the car's registration is automatically suspended. This means that the vehicle is no longer allowed to drive on Romanian roads.

The Romanian penalty system is based on penalty points. The number of points determines the amount of financial penalty. Driving a car without a valid MOT is punishable by a fine of 9 to 20 penalty points. One penalty point = 5% of the minimum wage, which in 2024 is 165 lei. Minimum fine: 1,485 lei (~300 euros). Maximum fine: 6,600 lei (~1,320 euros) for driving a car with a suspended registration.

Technical inspection can be done at any certified service station that has the appropriate license. Before passing the MOT, it is worth checking the main components of the car to avoid additional costs for re-inspection.
