The Swedish Parliament and the highest decision-making body have decided to transpose the new EU Blue Card Directive into Swedish law. This will make it easier to obtain a Blue Card.

The innovations will come into force on 1 January 2025.

What is the EU Blue Card?

The Blue Card is a permit introduced in most EU countries to make it easier for highly skilled workers to find employment in the region.

The Swedish Blue Card is key for non-EU nationals who want to work and live in Sweden, as it not only opens the door to work there, but also offers a number of benefits, including the ability to bring family members and travel within the Schengen area without additional visa requirements. The permit facilitates the relocation of specialists from the Philippines, Kenya, Australia, South Africa and other countries to Sweden.

How will the rules for issuing Blue Cards in Sweden change?

One of the most important changes is that starting from 2025, the salary threshold for obtaining a Swedish EU Blue Card will be reduced from the current 1.5 to 1.25 times the average annual gross salary.

Moreover, a large group of highly skilled workers from non-EU countries will be able to obtain this document, and they will be able to switch to another highly skilled job without having to apply for a new EU Blue Card, but only by informing the Migration Board of the new job.

Sweden has also decided to halve the period of validity of an employment contract for obtaining an EU Blue Card - from this year to six months.

In addition to the above, Sweden has decided to expand the possibility for eligible persons to switch from other types of residence permit to the EU Blue Card without having to leave the country.

Last but not least, starting next month, highly skilled workers who have held an EU Blue Card issued by another Member State within the last 12 months will be able to apply for an EU Blue Card in Sweden under a slightly simplified procedure.

By introducing such changes, the Swedish authorities have made it clear that they want to make the country more attractive to foreign highly skilled workers and retain talent on their territory.
