On December 19, Ukraine experienced the largest external cyberattack on state registries. As a result, key registries of the Ministry of Justice stopped working. Olha Stefanishyna, Vice Prime Minister for European and Euro-Atlantic Integration, Minister of Justice of Ukraine, reported on the situation and recovery measures.
Who is behind the cyberattack?
According to official reports, the attack was carried out by russian hackers. Their goal was to disrupt the critical infrastructure of the Ukrainian state. The Ministry of Justice, together with experts from other services, is currently coordinating efforts to counter the cyberattack and restore systems.
“Now, together with the team and specialists of other services, we are coordinating work to counteract the cyberattack and restore systems. It is already clear that the attack was carried out by russians to disrupt the critical infrastructure of the state,” the statement said.

Which registries were affected and when will they be restored?
Three key registries will be restored first:
● The State Register of Civil Status Acts
● The Unified State Register of Legal Entities and Individual Entrepreneurs
● State Register of Rights to Real Estate and Their Encumbrances
According to preliminary estimates of the Ministry of Justice, the restoration of the priority registers will take up to two weeks. It is important to note that no threats to the functioning of other state resources have been identified so far.
“Our specialists are working in an intensive mode to restore access to the registers in stages. According to a preliminary assessment, there are no threats to the functioning of other resources,” the minister said.
On December 20, the Ministry of Justice plans to provide detailed information on the peculiarities of providing services to citizens during the period of restoration of the registers. After the systems are fully restored, the relevant authorities will conduct a thorough analysis of the attack to strengthen protection against similar interventions in the future.
Was there a data leak?
As of the morning of December 20, the data leak had not been confirmed.
“Before the press conference, I received information from the head of the State Service for Special Communications and Information Protection that the data leak has not been confirmed,” Stefanishyna said at the press conference, answering questions from Interfax-Ukraine.
However, according to the acting head of the SBU's cybersecurity department, Volodymyr Karastelyov, the Service cannot yet refute the information that no data leak occurred, as the relevant investigation is ongoing.
