On October 1, 2024, new parking rules were introduced in Lviv to make the process more convenient and transparent for residents. According to the Lviv City Council's website, the key changes include the introduction of parking sectors and preferential parking passes, which will allow more Lviv residents to receive parking discounts, as well as the introduction of new tariffs and expanded opportunities for residents, especially combatants and family members of fallen soldiers.

Parking sectors and parking passes in Lviv: how does it work?

From now on, the city's parking zones are divided into six sectors, and the preferential parking pass is not limited to residents of a particular building adjacent to the site. This means that residents of the surrounding streets, whose houses do not have direct access to parking spaces, will also be able to purchase a discounted pass. In other words, residents of houses in each sector will have the right to park at any site within their sector.

We are also introducing another preferential parking permit - for community residents. It will allow citizens registered with the Lviv Municipal Transportation Authority to park at a slightly cheaper rate in the selected sector.

How were the parking zones and sectors divided?

The Lviv community was divided into 6 parking zones, and they were divided into sectors:

● The first zone is one sector;

● The second and third zones are 15 sectors;

● The fourth, fifth, and sixth zones are not divided into sectors.

How much does parking in Lviv cost: hourly parking rates and season tickets

Starting October 1, 2024, new tariffs will be applied to parking lots. The cost will range from 20 to 52 UAH per hour depending on the zone. As explained by the Lviv City Council's Department of Safety and Street Infrastructure, the final decision on tariffs for a particular site will be set by the operators serving these sites. However, these rates cannot exceed the maximum rates set by the session.

Tariffs for hourly parking

● Zones 1 and 5 - up to UAH 52/hour (no more than 0.65% of the minimum wage);

● Zone 2 - up to UAH 36/hour (0.45%)

● Zone 3 - up to UAH 28/hour (0.35%);

● Zones 4 and 6 - up to 20 UAH/hour (0.25%).

At the parking lots for tourist and large-sized cargo vehicles (regardless of location) - up to 96 UAH/hour, i.e. no more than 1.2% of the minimum wage.

Tariffs for subscriptions

The monthly cost of parking will depend on the type of subscription.

For example, the cost of a preferential sectoral monthly parking pass (excluding VAT) within the sector will be:

● Zone 1 - UAH 960 per month (12% of the minimum wage);

● Zone 2 - UAH 800 per month (10% of the minimum wage);

● Zone 3 - UAH 640 per month (8% of the minimum wage);

● Zone 4 - UAH 480 per month (6% of the minimum wage).

On weekends, holidays, and from 20:00 to 8:00 on weekdays, residents entitled to a reduced fee will not be charged for parking.

The cost of a community pass will be as follows:

● Zone 1 - UAH 1,920 per month (no more than 24% of the minimum wage);

● Zone 2 - UAH 1,600 per month (10%);

● Zone 3 - UAH 1,280 per month (16%);

● Zone 4 - UAH 960 per month (12%).

Important: combatants and family members of deceased combatants will have an additional 50% discount on the purchase of such passes.

The cost of a season ticket for residents whose houses are adjacent to the playgrounds will be:

● for 3 months - UAH 1,600 (no more than 20% of the minimum wage)

● for 6 months - UAH 2,800 (35%)

● for 12 months - UAH 5,200 (65%).

Also, for such residents, the preferential fee for 1 hour of parking will be no more than 0.1% of the minimum wage - UAH 8 per hour. This tariff will come into force on January 1, 2025. currently, it is UAH 7.1 per hour.

The operating hours of parking lots in Lviv are as follows

● 1-2 zones: from 8:00 to 20:00 daily;

● 3-4 zones: from 8:00 to 20:00 on weekdays;

● Specially equipped parking lots will operate around the clock.

The working hours of the sites in zones 5-6 and for tourist parking will be set in accordance with the contract with the operator.

The Lviv City Council website also states that at least 10% of parking spaces at the sites will be equipped for cars with disabilities, and another 5% of the total will be allocated for electric vehicles.

The new rules are intended to improve the organization of parking in Lviv, reduce the burden on the city's central streets, and make the system fairer for residents. This is an important step in the development of urban infrastructure, reflecting the desire for convenience and efficiency.

The department also added that the new parking tariffs will encourage drivers to drive their cars less often to the city center, not to park here for a long time and to use alternative modes of transportation, thus freeing up spaces for short-term parking of more cars during the day.
