Starting in September 2024, Ukrainians who have provided temporary shelter for internally displaced persons (IDPs) will no longer receive compensation under the state program “Shelter”. This decision is causing concern among homeowners who have provided free shelter to IDPs, as it is unknown whether these payments will resume in 2025.

The Shelter Program: goals and achievements
The Shelter program was launched immediately after the start of russia's full-scale invasion of Ukraine. Its main goal was to help IDPs find temporary housing and help homeowners receive compensation for providing shelter. According to the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine, in 2022, more than 721,000 IDPs found temporary shelter thanks to this initiative.

What are the reasons for the termination of funding and will the program be resumed in 2025?
The Ministry of Reintegration notes that funding for the Shelter program will be terminated on September 1, 2024. Roman Usenko, Deputy Minister for Reintegration of the Temporarily Occupied Territories, said during the event “Analysis of the Implementation of the State Policy Strategy on Internal Displacement for the Period up to 2025” that the last payments for temporary housing will be received by the end of August, after which homeowners will no longer receive compensation. This decision is explained by the lack of funding.
Additional negotiations are currently underway with international partners to provide further payments. There are no funds in the state budget for 2024 to compensate for the costs of temporary accommodation of internally displaced persons, but the government is considering extending the project for the next year. At the same time, no specific agreements have been reached yet, leaving Ukrainian families who have sheltered IDPs in an uncertain position.
Whether the Shelter program will be renewed in 2025 remains an open question. At the same time, efforts of the government and international organizations will be aimed at finding alternative sources of funding and support for IDPs.
Possible consequences for IDPs and homeowners
The suspension of payments will force many landlords to rethink their options for continuing to shelter IDPs. This, in turn, may leave IDPs without temporary housing, which will create additional problems for the state and international organizations trying to provide support.
Most IDPs under the Shelter program have found temporary shelter in Poltava, Dnipro, Kharkiv, Khmelnytsky, Vinnytsia, Lviv and Cherkasy regions.
