At a regular meeting of the Cabinet of Ministers of Ukraine, the government adopted a resolution “On Implementation of a Pilot Project on Automatic Verification and Verification of Information on Conscripts, Persons Liable for Military Service and Reservists.”

This decision is an important step towards optimizing the processes of military registration and identification of citizens subject to conscription.

Applies to all men aged 17 to 25: the government has introduced automatic data verification

Key innovations

• Military registration of conscripts

From now on, young men between the ages of 17 and 25 must be registered for military service without the need to undergo a military medical examination. This requirement applies to both those residing in Ukraine and citizens abroad.

• Document verification abroad

Men aged 18 to 60 who are abroad and apply for Ukrainian or foreign passports will now have their military registration documents verified through the Trembita state electronic system.

• Entering the register

Young men aged 16 to 25 who reside in Ukraine and apply for a passport are automatically entered into the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists (PLMSR) without the need to undergo a military qualification examination. This also applies to citizens who are abroad and apply for documents at Ukrainian representative offices.

• Formation of a list of citizens

The Law provides for the creation of a list of male citizens of Ukraine aged 16 to 60 who must be entered into the (PLMSR) and subject to military registration.

The adopted resolution of the Cabinet of Ministers not only regulates the procedure for automatic verification of conscripts, persons liable for military service and reservists, but also establishes new rules for passing the military medical commission (MMC) for certain categories of citizens.

Who does not need to undergo a military medical examination?

According to the new procedure, certain categories of citizens with serious illnesses or special medical conditions are exempt from mandatory medical examination. These categories include persons who have:

• Disability;

• Severe perinatal damage to the nervous system;

• Severe congenital malformations;

• Rare (orphan) diseases;

• Oncological and oncohematological diseases;

• Cerebral palsy of children;

• Severe mental disorders;

• Type I diabetes mellitus (insulin-dependent);

• Acute or chronic kidney disease of the IV degree;

• Severe trauma;

• The need for organ transplantation;

• Need for palliative care (if disability is not established).

To be exempted from undergoing the MMC, persons from the above categories must provide the TCC with documents confirming their condition or disease. These may include:

• Certificate in the form No. 080-3/о;

• Medical report on a child with a disability under the age of 18;

• Certificate of disability status;

• Documents on the appointment of a pension or social assistance;

• Certificates for receiving benefits for persons with disabilities who are not entitled to a pension or social assistance (in the form of the Ministry of Social Policy).

In such cases, the decision of the MMC is made without a medical examination, based on the submitted documents and data contained in the electronic healthcare system.
