Ukrainian volunteer organizations can engage foreign citizens in volunteer activities. However, this process has its own peculiarities and requirements that must be taken into account. In this article, we will take a closer look at all the stages of engaging foreign volunteers in Ukraine, including the preparation of the necessary documents and compliance with the law.

How to register a company in the register of organizations that engage foreigners?

According to Ukrainian law, only non-profit organizations can engage foreign volunteers. This is required by Article 5 of the Law "On Volunteer Activity". Therefore, an organization that plans to invite foreigners must be included in a special register of the National Social Service of Ukraine.

Please note! Without entering the organization in the register of organizations that engage foreigners and stateless persons to carry out volunteer activities in Ukraine, no foreign volunteer will be able to obtain a visa or a temporary residence permit.

Documents required to include an organization in the register:

To add an organization to the register, send the following list of documents to the National Social Service:

1. An application for inclusion in the register, drawn up in accordance with the requirements of the Law of Ukraine "On Citizens' Appeals" and containing:

– description of the organization's activities;

– contacts in social networks;

– full name of the volunteers involved and their citizenship;

– a description of the work to be performed by the volunteers and the timeframe for its completion.

2. Statute of the organization.

3. Extract of state registration.

4. Certificate of non-profitability.

After submitting these documents, the National Social Service must enter the organization in the register within three business days.

Remember! At the time of submission of documents by a volunteer, the host organization must already be in the aforementioned register of organizations of the National Social Service.

List of documents for obtaining a visa and residence permit for a foreign volunteer

Foreign volunteers can obtain a visa or a temporary residence permit only if the organization that engages them is already in the register of the National Social Service. To do this, you need to submit the following documents:

1. Application of the receiving organization.

2. A letter of guarantee on the obligation to pay the foreigner's expenses.

3. Extract from the Unified State Register.

4. A printed table from the register of the National Social Service indicating your organization.

Each document must be stamped and signed by the head of the organization. The foreigner must also have a valid passport and life and health insurance for more than three months.

Responsibilities of the organization and the volunteer to the state

1. Inform the National Social Service of the engagement of a foreign volunteer within 5 working days.

2. Notify the State Migration Service of the termination of volunteer activities by a foreigner within 5 working days.

3. Financial obligation of the organization to cover all expenses of the foreigner related to his/her stay in Ukraine and travel abroad (if the organization provides such a document of obligation to the foreigner).

4. A foreign volunteer must declare or register his/her place of residence in Ukraine. This is required by clause 59-1 of the Resolution of the Cabinet of Ministers of Ukraine No. 321 of April 25, 2018.

5. Also, a foreigner is obliged to deregister his/her place of residence, surrender his/her residence permit and leave Ukraine at the end of the volunteer period.
