Ukrainians will be able to make a reservation in just a couple of hours, without even having to leave their homes. This became possible thanks to the reservation service for persons liable for military service on the Diia portal. Now, a new category of men will also be able to book a reservation, including employees of repair crews.

Reasons for booking a new category of men

The Ministry of Digital Transformation plans to book employees of repair teams, as they are the ones working to restore the network after massive shelling, blackouts and damage to base stations. Their presence in the workplace is critical for the country.

Mykhailo Fedorov, Minister of Digital Transformation, says that the quality of communication and the Internet suffers from constant blackouts, as the operators' base stations run on electricity. It is from these stations that the coverage network is formed. Stabilizing the situation with mobile communications and the Internet is one of the main tasks of the Ministry of Digital Transformation today.

In June 2024 alone, the Verkhovna Rada registered 4 packages of bills on the introduction of an economic reservation system.

How does the Ministry of Digital Transformation plan to stabilize the situation with mobile communications? 

Reservation for conscripted repair crews will be one of the steps in the work to stabilize mobile communications during power outages.

Mykhailo Fedorov announced the possibility of reporting poor quality or complete absence of communication on the Diia portal. This can be done even when offline, and the feedback will be automatically pulled up after the connection is restored. The analysis of the feedback will help the Ministry of Digital Transformation to stabilize the communication situation faster. 

In addition, the following steps are taken to establish communication during power outages:

1. Operators are obliged to provide at least 25% of their networks with autonomous power sources to operate for 3 days without power supply. For the rest of the network, operators are required to provide batteries that can operate for up to 10 hours without power, similar to portable chargers;

2. Control over compliance with the new rules has been strengthened. All operators are now required to submit quarterly reports to the NCC, and the NERC will conduct inspections of their compliance;

3. According to Resolution No. 322, operators can submit requests to Oblenergos to modernize the power grids leading to base stations. This will allow for faster battery charging;

4. A list of facilities that will be provided with uninterrupted power supply as a matter of priority was compiled.

It is also worth noting that the Parliament passed a law abolishing customs duties and VAT on the import of batteries and generators.
