The Verkhovna Rada has finally adopted the law on mobilisation in Ukraine. In particular, the innovations stipulate that Ukrainians will be able to confiscate their cars for the needs of the army, but there are exceptions. Here's what you need to know about this provision.

Several MPs, including Oleksiy Honcharenko and Mariana Bezugla, have reported that Ukrainians may now be subject to car confiscation.

According to the document published by the MPs, citizens can have their vehicles mobilised if they own more than one car. That is, if you own one vehicle, your car will not be taken for the needs of the army.

How will cars be mobilised?

A car can be seized by representatives of the territorial recruitment centre, the Security Service of Ukraine, and units of the Foreign Intelligence Service.

Military lawyer Yaroslav Zvonenko told RBC-Ukraine in a commentary If a person has several vehicles, the first thing they seize is the one that is best suited for the defence needs of the state. For example, if you have a sedan and an SUV, the SUV will be seized. If you have two SUVs, the one with the lower market value will be taken.

Also, before a car is seized from an individual, it must be subject to an expert assessment and market value assessment.

"We need to understand the difference between alienation and mobilisation of vehicles. In the first case, a person is deprived of the right of ownership of a vehicle, which must be certified by an Acceptance Certificate and is subject to full or partial compensation, while in the second case, the vehicle is temporarily seized, it is not deprived of ownership and the car will be returned to the owner," the lawyer said.

The number of vehicles to be mobilised in each region will be determined by the local administration. Special lists will be drawn up. However, the step-by-step algorithm for seizing vehicles from citizens is not yet known. We are only talking about general provisions. 

In addition, the vehicles must be returned to the owner within 30 calendar days from the date of demobilisation.
