Der Ausschuss für nationale Sicherheit der Werchowna Rada der Ukraine hat bei der Prüfung des Gesetzentwurfs zur Mobilisierung die Klausel zur Änderung der Regeln für Männer zur Erlangung von Reisepässen im Ausland unterstützt. Ukraine continues to consider a draft law on mobilisation. Fedir Venislavsky, a member of the Verkhovna Rada Committee on National Security, Defence and Intelligence, told RBC-Ukraine that all the amendments to the draft law submitted by MPs have been considered.

For example, one of the points supported by the Committee concerns the issuance of a new passport for men abroad. According to Venislavsky, the lawmakers supported the following: "A person abroad will have to provide a military registration document when applying for a new passport. However, we did not link the provision of consular services to the military registration document."

This clause is likely to encourage men to visit the territorial recruitment centre, although it is not yet clear how this will work.  

What other restrictions are being discussed?

Regarding restrictions for failure to report to the territorial acquisition centre, the Committee stated that they will continue to discuss the preservation of restrictions on the right to drive.

"Therefore, we have to return to this issue additionally so that certain restrictions are still preserved and the concept of the draft law is not completely broken," he said.

At what stage is the draft law on mobilisation?

The Committee is currently working on amendments to approve a full-fledged document for a committee vote. 

"The Committee's secretariat will do its part over the next few days. Then, approximately in the middle of next week, we will hold the final meeting of the Committee, where we will agree on everything and vote on the outcome," Venislavsky said.

According to him, the issues that remain to be finalised include, in particular, the correct definition of the right to defer mobilisation in general, as well as for persons who care for people with disabilities. In addition, the issue of incentives for conscription and restrictions on failure to appear for the territorial acquisition centre were left behind.

At the same time, the Committee's Secretary Roman Kostenko admits that the Verkhovna Rada may start considering the draft law in the session hall for the second reading in mid-April.
