On February 22, President of Ukraine Volodymyr Zelenskyy submitted to the Parliament Bill No. 11035 on the demobilization of conscripts. The relevant information was published on the website of the Verkhovna Rada.

The President marked this document as urgent, so it was immediately sent to the Committee on National Security, Defense and Intelligence, as well as to the leadership of the Rada. 

On Friday, February 23, the Parliament fully approved the proposed draft law. The decision was supported by 319 MPs. It was considered under a special procedure, which is used only in exceptional circumstances.

Demobilization of conscripts in Ukraine: what changes have been made?

According to the comparative table to the draft law, the document proposes to discharge servicemen whose service term expired during martial law:

"During mobilization, which was announced by the Decree of the President of Ukraine of February 24, 2022, conscripts whose service term expired during martial law and whose service was extended beyond the established period, shall be exceptionally discharged from military service to the reserve within the terms specified by the Decree of the President of Ukraine," the statement says. 

Currently, according to the law "On General Mobilization," the service of these servicemen has been extended for an unspecified period. Therefore, most conscripts have been serving for several years, as they were drafted before the introduction of martial law. 

Also, given that conscripts are prohibited by law from participating in hostilities, they perform tasks in the rear.

What did the Parliament approve?

After the amendments are approved, conscripts will be discharged. However, this requires a separate presidential decree. 

They will also be granted a 12-month deferral from mobilization. This means that these men will not be able to be mobilized in the first year. If they want to go to the front, they need to sign a contract. 

It is worth noting that currently conscription for military service in Ukraine is based on mobilization. There are no new conscripts, as in October 2022, the Rada abolished conscription during martial law.
