Large-scale power outages are forcing the Ukrainian government to seek unconventional solutions to support people and businesses. Against the backdrop of the energy crisis, the possibility of temporarily changing safety rules in certain regions of the country is being considered. Ukrainian President Volodymyr Zelensky has instructed the government to review the rules governing curfews. During the energy emergency, curfews may be temporarily lifted in certain cities and communities where the security situation allows. The head of state announced this in a statement on 14 January.
Why do they want to lift the curfew?
According to the president, relevant proposals must be prepared and submitted promptly. The goal is to ensure that people have access to all necessary assistance at any time and to enable businesses to plan their work more rationally in the context of energy restrictions.
Separately, Zelensky announced that a state of emergency in the energy sector will be legally established.
Such a step, according to him, will expand the state's capabilities for rapid response. In particular, the Cabinet of Ministers has been instructed to simplify the procedures for connecting backup power equipment to the grid as much as possible in order to remove bureaucratic barriers.
The president also instructed to increase the capacity for electricity imports using all available business mechanisms. In Kyiv and other cities, there are plans to expand the network of Resilience Centres so that people can receive basic support during power outages.

What is happening with electricity in Kyiv?
Scheduled power cuts have not been in effect in the capital for the second day in a row, with emergency power cuts being implemented instead. According to preliminary data, electricity is supplied for approximately three hours, followed by power cuts lasting up to ten hours.
As previously reported, Zelensky held a separate meeting on the emergency situation in Ukraine's energy sector, paying particular attention to the situation in Kyiv. Among the decisions made were the creation of a city headquarters, a review of curfew rules, and the deregulation of processes for connecting backup power sources.
