Scholarships for university and college students in Ukraine will double in September 2026. The changes will cover academic, named, and industry-specific payments, as well as the most prestigious presidential and parliamentary scholarships. Starting September 1, 2026, Ukraine will launch a large-scale increase in academic, named, and industry scholarships for university and college students. These changes are provided for in the state budget for 2026, which allocates UAH 6.6 billion for scholarship payments — UAH 1.2 billion more than in 2025. The Ministry of Finance emphasizes that the reform is aimed at motivating students, supporting talented applicants, and enhancing the prestige of Ukrainian education.
The increase will cover almost all types of state scholarships — from the minimum academic scholarship to the most prestigious named programs of the President and the Verkhovna Rada.
What scholarships will university students receive from September 1, 2026?
The increase in payments for higher education students will be significant — for many categories, the amount will double:
Scholarship of the President of Ukraine: was UAH 10,000 → will become UAH 20,000
Scholarship of the Verkhovna Rada of Ukraine: was 4,400 UAH → will be 8,800 UAH
Scholarship of the Cabinet of Ministers of Ukraine: was 4,000 UAH → will be 8,000 UAH
Minimum academic scholarship: was 2,000 UAH → will be 4,000 UAH
Increased academic scholarship (for special achievements): was 2,910 UAH → will be 5,820 UAH
Industry scholarship: was 2,550 UAH → will be 5,100 UAH
Industry scholarship (increased): was 3,710 UAH → will be 7,420 UAH
This increase will allow students not only to compensate for inflationary pressure, but also to receive real financial support during their studies.
Scholarships for college students: also doubled
The increase will also affect students of vocational colleges — for them, the state will also double the main types of payments:
Scholarship of the President of Ukraine: 7,600 UAH → 15,200 UAH
Scholarship of the Verkhovna Rada of Ukraine: 3,320 UAH → 6,640 UAH
Minimum academic: 1,510 UAH → 3,020 UAH
Increased academic: 2,197 UAH → 4,394 UAH
Industry-specific: 1,930 UAH → 3,860 UAH
Industry-specific (increased): 2,809 UAH → 5,618 UAH
Thus, the reform covers virtually all categories of students, regardless of the type of educational institution.
