A new programme called ‘Winter Support’ has been launched in Ukraine, allowing the most vulnerable groups of the population to receive a one-time payment of 6,500 hryvnia. The state has made it easy to apply for this support in two ways — through the ‘Dія’ app and at Pension Fund offices — and the funds can only be used for socially important purchases. On 21 November, Ukraine launched a new programme called ‘Winter Support’ aimed at helping Ukrainians who have been most affected by the war or are in difficult life circumstances. Under this initiative, certain categories of citizens can receive a one-time payment of 6,500 hryvnia. The programme is being implemented by the Pension Fund of Ukraine, and applications can be submitted both online and offline.
Who is eligible for the 6,500 hryvnia payment
The payment is intended for socially vulnerable groups:
• children in care or under guardianship
• children with disabilities, as well as children in foster care and children in state care (including children with disabilities)
• internally displaced persons with Group I disabilities
• internally displaced children who receive a living allowance
• children from low-income families under the age of 18
• single pensioners who receive a care allowance

How to apply for 6,500 UAH through the Diya app
• Open the Diya app.
• Go to the ‘Winter Support’ section.
• Select the recipient of the payment (for example, a child).
• Specify the desired method of receipt — Diya.Card.
• Confirm the application and send it for processing.
After submitting the application, the Pension Fund will verify your data and make a decision on the payment.
How to receive a payment of 6,500 UAH through the Pension Fund
If you are unable to submit your application online, you can apply in person:
• Find your nearest PFU branch.
• Bring your bank card or Diya.Card with you.
• With the help of a Pension Fund employee, fill out an application for payment.
• Wait for the money to be credited to a special account.
To which account will the 6,500 UAH from the state be credited
The payment will be credited to:
• a current account with a special use regime (if it is opened at a bank), or
• a Diya Card.
Important: the funds can only be used for certain categories of goods and services, including: medicines, clothing, footwear, essential goods, vitamins and other socially significant categories.
The funds must be used within 180 days of being credited.
