Germany, Poland and the Czech Republic remain the main countries where Ukrainians most often receive this status, and in some countries the burden on social systems has reached record levels. The number of Ukrainians enjoying temporary protection in European Union countries has increased again. According to Eurostat, as of the end of August 2025, there were 4.37 million Ukrainian citizens registered in the EU under temporary protection. This is 30,900 more than a month earlier, representing an increase of approximately 0.7 per cent.

Where are most refugees?


Most European Union countries have seen an increase in the number of people with this status. The increase is particularly noticeable in Germany, the Czech Republic and Romania. Germany remains the main centre for the resettlement of Ukrainians, with more than 1.2 million people living there, accounting for almost a third of all beneficiaries of protection in Europe. Poland is in second place, with around one million Ukrainians having temporary protection status. The Czech Republic rounds out the top three, having accepted almost 386,000 Ukrainian citizens.


Although Germany accepts the most people in absolute terms, it is the smaller countries that face the greatest burden. In the Czech Republic, there are more than 35 people with temporary protection per thousand inhabitants, in Poland — about 27, and in Estonia — more than 25. On average across the EU, this figure is about ten people per thousand inhabitants, which demonstrates the uneven distribution of migration pressure.


According to Eurostat estimates, Ukrainians account for almost 98.5 per cent of all those enjoying temporary protection in Europe. The majority of them are women and children — women represent about 45 per cent, children about 31 per cent, and men less than a quarter of the total.

Experts note that the increase in the number of Ukrainians with temporary protection in the EU remains stable, but not as rapid as in the first years after the start of the full-scale war. Most new registrations are not related to new refugee flows, but to the extension of status or relocation within Europe.


At the same time, the burden on the social systems of individual countries continues to grow. The Czech Republic and Poland report a housing shortage and the need to expand educational and medical programmes for Ukrainian families. Germany, which has the largest concentration of people with this status, is focusing on labour integration — many Ukrainians are already working or undergoing vocational training.


Temporary protection status in the EU is valid until at least March 2026, but the possibility of its further extension is being discussed. The European Commission emphasises that the decision will be made taking into account the situation in Ukraine and the humanitarian needs of refugees.


It is also important to take care of your own comfort and safety: before leaving Ukraine, it is recommended to take out insurance for traveling abroad. It will cover medical expenses in case of illness or accident while staying in the EU. This is especially relevant given the new rules and possible delays at the border.
