After the start of full-scale war, thousands of Ukrainians found refuge in Romania. Many of them have already received temporary protection, found jobs, rented accommodation, or sent their children to school. However, there is one mandatory element for a full life and access to most services in the country — CNP (Cod Numeric Personal).

What is a CNP


A CNP is a personal numerical code, similar to a Ukrainian identification number (IPN). It consists of 13 digits and contains encrypted information about the owner: gender, date of birth, country of origin and a unique registration number.


This code allows government agencies, banks, employers, and medical institutions to identify a person in the system.


Why Ukrainians need a CNP


Without a CNP, it is impossible to take advantage of many rights and services in Romania. This number will be needed for:


▪️ receiving medical care and registering in the healthcare system;

▪️ official employment — no employer can sign a contract without a CNP;

▪️ opening a bank account;

▪️ applying for social benefits and assistance;

▪️ registering with the tax service (ANAF);

▪️ enrolling children in school or university;

▪️ accessing various public services — for example, submitting applications, registering property, receiving assistance.


In essence, the CNP is your ‘key’ to all legal processes in the country. Without it, foreigners are denied access to most administrative procedures.

How to obtain a CNP


The method of obtaining a CNP depends on your status in Romania.


1. If you have temporary protection


In this case, the CNP is assigned automatically upon registration with the Immigration Inspectorate (IGI). The number is indicated on the document confirming temporary protection. There is no need to obtain it separately.


2. If you are staying on other grounds


Those who apply for a residence permit (e.g. for work, study or family reunification) are assigned a CNP together with the issuance of a residence card (permis de ședere).


The procedure is carried out through the same IGI. When submitting documents, you must provide your passport, proof of the purpose of your stay (e.g. employment contract or invitation to study), and fill out an application form.


Where to find your CNP


Your CNP is usually indicated:


- on your temporary protection document;

- on your residence card (permis de ședere);

- in the certificate issued by the IGI.


Here's a tip: take a photo of the document with your CNP and save it on your phone. This number is often requested when filling out online forms, visiting a clinic, or registering with tax and banking systems.
