The Ukrainian government plans to make the “Warm Winter” program annual in order to support socially vulnerable citizens during the cold season. The Ministry of Social Policy plans to make the “Warm Winter” program annual. The government has already prepared a draft resolution, according to which a one-time cash benefit of 6,500 hryvnia is provided for the most socially vulnerable citizens. Payments will be made on the eve of the 2025/26 heating season to help Ukrainians prepare for the cold weather.
In total, according to the Ministry of Social Policy, approximately 660,000 people will receive financial support, and 4.3 billion hryvnia is planned to be allocated from the state budget for these purposes.
Who will receive assistance under the “Warm Winter” program?
The Cabinet of Ministers proposes to provide payments to several categories of citizens who need support during the winter period. In particular, 6,500 hryvnia will be received by:
children from among internally displaced persons — 252,898 people;
people with Group I disabilities among IDPs — 12,800 people;
single pensioners who receive a care allowance — 17,500 people;
children under guardianship or care — 40,900 people;
orphans and children with disabilities deprived of parental care who are in family-type children's homes or foster families — 1,000 people;
children from low-income families — 335,863 people.

How to receive the payment?
The payment will be made from funds allocated to the Ministry of Social Policy for social protection programs.
The money will be credited to a special account or a virtual “Diy.Card.” The funds can be used within 180 days from the date of crediting.
The draft government resolution is currently under public discussion, after which it must be officially approved.
As is known, the “Warm Winter” program was first introduced at the end of 2024 as part of the comprehensive “Winter eSupport” package. It was aimed at helping low-income families with children and families of internally displaced persons so that they could purchase winter clothing and footwear.
In December 2024, such families received a one-time payment of UAH 6,500 for each child under the age of 18, and support was also provided to people with Group I disabilities among IDPs.
