In October, Ukrainians will face important changes - from the start of the heating season and new tariffs to changes in social payments and rules for crossing the border with the EU. The country will switch to winter time, Open Banking norms and mandatory identification of beneficiaries will come into force. Find out what will change in October 2025

October 2025 will bring several important changes that will affect the lives of most Ukrainians. These changes concern social benefits, bank transfer rules, utility rates, and even entry into EU countries. We have compiled a list of all the key changes you should know about in advance.


Social assistance: new categories of recipients


Starting in October, Ukraine will expand its basic social assistance system. Previously, low-income families, single mothers, and children whose parents evade child support payments were eligible for assistance, but now the circle of recipients will widen. People with disabilities and citizens who have not accumulated sufficient seniority to retire and receive state support will be eligible for payments. Applications can be submitted via the ‘Dія’ app.


Expansion of the ‘Schoolchild Package’ programme


From 1 October, the School Package programme will be expanded to include another important category of expenses: books. Previously, the state compensated for the cost of clothing, footwear and stationery for school-age children. In January 2026, a list of shops where this package can be used will be published.


Clocks switch to winter time


On the last Sunday of October, the 26th, Ukraine will switch to winter time. At 4:00 a.m., the clock hands will need to be set back one hour. Owners of mechanical watches will have to do this manually, but smartphones and computers will change the time automatically.


Start of the heating season


October traditionally marks the start of the heating season. Its start depends on the weather: if the average daily temperature drops below +8°C and stays there for three days in a row, heating is turned on in homes and institutions. Schools and hospitals usually receive heat earlier than residential buildings.

Utility rates


Gas heating rates for the autumn-winter season will remain unchanged — there is a moratorium on their increase. Electric heating users will be able to count on a preferential tariff for economical consumption. However, the electricity tariff is fixed only until the end of October: it is currently 4.32 UAH per kWh at the standard tariff and 2.16 UAH at night (from 23:00 to 7:00).


Open Banking: new rules for transfers


From 1 October, the Open Banking system will start operating in Ukraine. Now, all transfers from card to card or by details will be recorded in more detail. Banks will be able to track the chain of transactions and exchange information with each other, which should increase the security of transactions and reduce the risk of fraud.


Identification of social benefit recipients


All recipients of social benefits (disability, care, and others) are required to undergo identification at the Pension Fund by 1 November 2025. This can be done in person at a PFU branch or through Diya.


New rules for entering the EU


From 12 October, Ukrainians will be checked using biometric data when crossing the EU border. Instead of a stamp in their passport, border guards will scan their faces and fingerprints. Without this procedure, entry into the European Union will not be possible.


Remember! Before travelling abroad, Ukrainians should take care of insurance in advance. Not only is it mandatory in many EU countries, but it also protects against unforeseen expenses:


Green card — for those who travel in their own car, it documents the driver's liability and is required for entry into the EU.
