All men liable for military service will automatically be registered for military service: what does this mean?
Ukraine is launching a military registration automation system that will simplify registration and eliminate unnecessary bureaucracy. Now, men between the ages of 25 and 60 will be registered automatically, and young men will be able to register remotely through the Reserve+ app. Find out how the registration process will change
The Ministry of Defence of Ukraine has announced the introduction of a new military registration automation system. Now, men aged 25 to 60 who were not previously registered for military service will be automatically registered.
What will change for those liable for military service?
The ministry explains that the innovation will remove unnecessary bureaucratic burdens and simplify processes. At the same time, the procedure for removing citizens who have reached the age limit for remaining in the reserve will be automated.
According to Artem Romanyukov, head of the Ministry of Defence's Digital Transformation Directorate, the goal of the changes is to create a modern electronic TCC. ‘We are eliminating unnecessary bureaucracy, reducing the burden on the TCC and SP, making the system more efficient, and the processes simple, convenient and transparent for citizens,’ he said.
Conscripts may face fines
According to the Judicial and Legal Newspaper, it is evident that each of these men is now included in the Oberig Register of Conscripts and can view their data in Reserve+.
The newspaper specifies that the Ministry of Defence has not yet reported the exact number of men who are still not registered without legal grounds, but since they are now included in a single electronic database — the Oberig Register — each of them can expect a corresponding fine. However, in the event of voluntary non-payment of the fine, their bank accounts may be frozen.
It should be noted that there has been no official information yet that people who are automatically entered into the Oberig database will be fined.

Registration of young men aged 17
Another innovation concerns young men who are turning 17. They will now be able to register for military service remotely, via the ‘Reserve+’ mobile app, without visiting territorial recruitment and social support centres and without undergoing a military medical examination.
Traditionally, registration takes place annually from 1 January to 31 July for everyone who turns 17 in the current year. There are two ways to do this:
▪️ online — through the Reserve+ app, which acts as an electronic office for conscripts, military personnel and reservists;
▪️ in person — by visiting the district or city recruitment and social support centre with the necessary documents.
Reminder! Ukraine is preparing changes to the rules for reserving employees of critically important enterprises. The Verkhovna Rada has passed the first reading of a bill that allows temporary reservations to be made even for men without a military ID or those who are wanted by the TCC.
