How drivers and carriers can cross the border: the rules have changed

Ukraine has changed the rules for drivers and carriers crossing the border: the process has now been simplified and made more transparent. Some categories are required to use the ‘Shlyakh’ module, while others only need to register in the ‘eCherha’ system. Ukraine has changed the border crossing procedure for drivers and carriers. The updated rules concern the use of the ‘18-60’ (‘Shlyakh’) module and the “eCherha” online queue system. This was reported by ‘Ukrtrasbezpeka’.


The main change


Now, only carriers that provide international passenger transportation by car on request or in the form of a taxi are required to submit an application to ‘Shlyakh’. For other categories, it is sufficient to book a place in the ‘eCherha’ system.


How ‘eCherha’ works


This system has become the single window for processing departures. The carrier or driver fills in the data when registering in the queue, after which:


▪️ the information is automatically transferred to the State Border Service,

▪️ all information is verified against the carrier's licence file in the Unified Information System Complex of Ukrtransbezpeka (EIKIS).


Thus, no additional steps are required — the process is simplified and centralised.

Conditions for admission to departure


Only drivers who meet all the requirements can depart:


▪️ entered in the carrier's electronic office in the EIS;

▪️ added foreign passport details in the ‘My Drivers’ section;

▪️ use the same passport that was specified during registration in ‘eCherha’ and confirmed in EKIS.


What this means in practice


For businesses engaged in international passenger transport, the ‘18-60’ module remains mandatory.


For other carriers, ‘eCherha’ is sufficient. Driver data will be verified by the State Border Service of Ukraine on a queue basis. For its part, the system will verify all data with the carrier's licence file, which is available in the Unified Information System


This distinction should reduce the load on the system and speed up border control.
