Latvia changes entry rules for Ukrainians: what you need to know
From 1 September 2025, Latvia is changing the entry procedure for Ukrainian citizens: mandatory online registration will be introduced for certain individuals. From 1 September 2025, new requirements for Ukrainian citizens crossing the Latvian border will come into force. This was officially announced by the Ukrainian Embassy in the Republic of Latvia. The changes are related to the introduction of mandatory online registration for foreigners who do not have a Latvian visa or residence permit.

What has changed
The Latvian government has launched an electronic pre-control system aimed at preventing potential threats. Now, Ukrainians who plan to enter the country without a national visa or residence permit must register online at eta.gov.lv.
This requirement applies not only to tourist trips but also to transit through Latvian territory. Exceptions are made for holders of Latvian visas, residence permits, as well as diplomats and official delegations.

How the registration system works
The form must be completed no later than 48 hours before the trip. After entering the data, an automatic confirmation will be sent to the traveller's email address. No additional permission is required, but it will be impossible to cross the border without confirmation.
Important: each traveller must register personally. You cannot fill out the form on behalf of another person. If your travel plans have changed, you must re-enter your details no later than 48 hours before entry.
What information is required on the form
In the application, the traveller must indicate:
▪️ the purpose of the visit and itinerary;
▪️ the expected place and time of stay;
▪️ contact details;
▪️ information about holding elected office, service in state bodies, the armed forces or special services (own or relatives).
Incomplete, inaccurate or untimely submitted information will result in administrative liability.
Who is not affected by the changes
Online registration is not required if:
1. The Ukrainian citizen has a valid Latvian visa or residence permit;
2. The person has diplomatic immunity or is arriving for short-term official functions;
3. Entry into Latvia took place before 1 September 2025, and at the time of entry into force of the rules, the person is already in the country.

Reminder! Ukrainians residing in European Union countries, in the vast majority of cases, cannot count on obtaining citizenship quickly.
