Numbeo has named the most comfortable cities of 2025. The Netherlands and Switzerland hold the top spots. Find out who tops the list among Ukrainian and global cities
In the first half of 2025, the international research platform Numbeo updated its quality of life ranking, which evaluates over a hundred cities in Europe and around the world. Lviv became the leader among Ukrainian cities — it was recognised as the most comfortable place to live in Ukraine based on a set of key indicators.
The Numbeo ranking is based on an analysis of parameters such as safety and crime rates, accessibility and quality of healthcare, environmental conditions, transport and urban infrastructure, income and expenditure balance, cost of living, and ease of movement within the city. These criteria allow for an objective comparison of different settlements, taking into account the real living conditions in them.
Lviv — the most comfortable Ukrainian city
According to the results of the first half of 2025, Lviv ranked first in Ukraine and 88th among 108 European cities, scoring 136.6 points. This result confirmed that even in wartime, the city maintains a high level of comfort, attracts tourists and is gradually developing its infrastructure.
Top 5 cities in Ukraine in terms of comfort
Kharkiv took second place in the ranking, scoring 117.9 points and 100th place in Europe, despite the constant threat of shelling.
The capital, Kyiv, took third place (114.2 points, 101st place). Next came Odesa (113.8 points, 103rd place) and Dnipro (100.2 points, 107th place).

Leaders of the global ranking
Looking at the global list, cities in the Netherlands and Switzerland are at the top of the ranking.
The top 10 most comfortable cities in the world are as follows:

▪️ Groningen, Netherlands – 229.1
▪️ Eindhoven, Netherlands – 226.6
▪️ Utrecht, Netherlands – 225.7
▪️ Luxembourg, Luxembourg – 223.2
▪️ Zurich, Switzerland – 221.0
▪️ Basel, Switzerland – 220.6
▪️ Bern, Switzerland – 219.1
▪️ Munich, Germany – 218.2
▪️ Copenhagen, Denmark – 218.1
These cities are distinguished by high levels of safety, quality healthcare, a balanced income-to-expense ratio, clean environment and convenient transport systems.
Thus, European cities continue to lead in terms of quality of life thanks to their stable economies and high level of urban services. Despite military challenges, Ukraine is also showing positive trends: Lviv and Kharkiv have managed to improve their positions, while Kyiv and Odesa remain stable.
