Diplomats, parents with children and others: who is entitled to cross the border without queuing?

Crossing the state border is a process accompanied by numerous formalities and often long waits. In Ukraine, not everyone is given priority when crossing the border on foot or by car. Legislation and practice establish clear categories of persons who are allowed to cross without queuing or with priority. We explain who can cross the border without queuing and under what conditions.

Who has the right to cross the border without queuing?
According to the Law of Ukraine on Border Control and the State Border, certain persons may cross the border without queuing. This category of persons includes:
1. Diplomats, officials and civil servants
Persons holding diplomatic, official or service passports recognised by Ukraine have priority access to border posts. This is based on the Law of Ukraine ‘On Border Control and State Border’ and confirmed by the practice of border guards.
2. Employees of international organisations
Employees of international intergovernmental organisations whose powers are confirmed by relevant documents also receive priority passage.
3. Seriously ill persons, persons with disabilities
Upon presentation of medical documents (medical certificates, extracts from medical records, doctor's recommendations), such persons may count on priority.
4. Parents with children
Parents with infants under 1 year of age are entitled to priority passage through the pedestrian lane. It is sufficient to have a child's birth certificate with you — notarised permits are not required.
As for children over 1 year old, there are no formal privileges, but if there are objective reasons (e.g., a large number of children, health problems), border guards may give priority at their discretion.
The decision on priority passage is made by the senior border guard, who draws up the necessary report.

Can pregnant women cross the border without queuing?
There are no special privileges for pregnant women. They cross the border in the general queue.
However, as we mentioned above, the final decision is made by the senior border guard. If the passage of such categories of persons without queuing is necessary for valid reasons, border guards may allow them to pass without queuing.
By the way, do not forget that travelling abroad requires careful preparation. Take out medical insurance to feel safe abroad.
Also, remember about the Green Card, which is compulsory insurance for your car if you are travelling across the border in it.
