New conditions for taking driving tests: what will change for Ukrainians in 2025

Changes to the rules for taking driving tests are being prepared in Ukraine. Find out what innovations await future drivers, how the deadlines for retaking tests will change, and what is required for video recording
The Ministry of Internal Affairs of Ukraine is preparing for significant changes in the procedure for taking driving tests. The draft order has already been published and provides for both technical innovations and new time limits for retaking the practical test. The updates are intended to increase transparency, reduce the likelihood of abuse during exams, and improve the level of training for future drivers.
New intervals for retaking the practical driving test
The most significant change is the increase in the time between attempts to retake the practical driving test. Previously, drivers could retake the test within a short period of time, but under the new conditions, it will look like this:
● after the first failed attempt — no earlier than 10 calendar days;
● after the second — no earlier than 20 calendar days;
● after the third and each subsequent attempt — no earlier than 30 calendar days.
This approach should encourage better training for future drivers and minimize the formal approach to exams. The delay between attempts is intended to give time to fix any skill gaps, rather than just mechanically “retaking” the exam without real progress.

New control measures: more cameras, more transparency
Another important part of the changes is updating the requirements for the technical equipment of vehicles used for practical exams. From now on, these cars must have special video recording devices to make sure the exam is fair and record what happens.
Depending on the vehicle category, here's how many devices are needed:
● for category B (passenger cars): at least 4 permanently installed control devices;
● for categories C, C1, D, D1, BE, CE, C1E, DE, D1E: at least 3 devices that can be installed or fixed on portable structures.
The location of the control devices is specified in the new Appendix 1 to Instruction No. 408, which clearly outlines the mounting diagrams for each type of vehicle. This will allow both examiners and drivers to be confident in the objectivity of the procedure and have evidence in case of disputes.
Why are new rules being introduced for obtaining a driver's license?
The changes are based on the Ministry of Internal Affairs' desire to ensure fairness and transparency in exams, as well as to improve road safety. In practice, there were often situations where exam results were appealed or there were suspicions of abuse on the part of examiners.
The introduction of clear time frames and mandatory video recording will not only prevent such situations but also help build trust in the driver training and certification system. In addition, this is one of the steps towards the implementation of European standards in the field of road safety.
The updated rules have not yet come into force, but the draft has already been registered, and its implementation is only a matter of time. Prospective drivers should familiarize themselves with the new conditions in advance and choose driving schools that comply with modern standards and provide training not only “on paper” but also in practice.
