The Verkhovna Rada has adopted in the second reading draft law No. 12150, one of the key documents for Ukraine's full integration into the EU's digital single market. According to the Ministry of Digital Transformation, its adoption completes the main legislative steps towards the full launch of the Roam Like at Home regime for Ukrainians. After all formal procedures are completed, Ukrainians will be able to make calls, send SMS and use the mobile Internet in the EU at no additional cost.


The law also opens up new opportunities for foreign telecom operators and expands the powers of the national regulator, the National Commission for the State Regulation of Communications, which will allow for better control and implementation of international roaming services.


What is Roam Like at Home and how does it work in the EU?


Roam Like at Home allows subscribers to use mobile communications in the EU without additional roaming charges. The concept first appeared in 2007 and became fully operational in 2017. Today, it is supported by all 27 EU countries.


For Ukraine, which has the status of an EU candidate, integration into the roaming zone has become a priority, especially after the outbreak of a full-scale war. That is why the relevant changes are being adopted at an accelerated pace.

What does Draft Law No. 12150 provide for: key changes


The adopted document adapts Ukrainian telecommunications legislation to European standards. The main innovations are:


1. Expanding the powers of the National Commission for the State Regulation of Communications - the national regulator will have more control over, in particular:

● monitoring the compatibility of networks of Ukrainian and European operators;

● ensuring technical interaction between networks;

● assisting subscribers in solving problems with access to communications abroad.

2. Simplification of access for European operators - they will no longer need to be authorized in Ukraine if they do not provide communication services directly. This will speed up their integration into the Ukrainian infrastructure.

3. Technical compatibility of networks - even with different equipment, operators will be able to guarantee uninterrupted communication for roaming subscribers.


The adoption of the law is part of a comprehensive effort to harmonize Ukraine's digital space with the European one. It is not only about roaming, but also about synchronizing the infrastructure, rules, standards, and interaction of telecom companies at the EU level.


What will change for Ukrainians abroad and foreigners in Ukraine?


After the final launch of Roam Like at Home, Ukrainians in the EU will be able to use their usual tariffs without additional charges. Similarly, EU citizens will be able to communicate in Ukraine without additional roaming costs.


This is especially important after the expiry of the Joint Statement between European and Ukrainian mobile operators, which was signed in April 2022 and provides for preferential tariffs for Ukrainians until July 2025. The new law will make it possible to secure favorable conditions not on a temporary but on a permanent basis.
