A residence permit issued on the basis of family reunification can serve as a temporary residence permit in Ukraine. A person who has obtained a residence permit may stay in the country for a period exceeding the validity of a visa or visa-free regime. At the same time, a foreigner can come to the country whenever they want and stay as long as necessary.


After obtaining a permit on the basis of family reunification with an expat, a foreigner does not need to obtain a visa to cross the border during the period of validity of the residence permit. Also, when crossing the border, the procedure will be somewhat simpler than for persons arriving with an open visa.




Who can apply for a residence permit on the basis of family reunification?


A temporary residence permit on the basis of family reunification is issued to:

1) a husband or wife;

2) minor children;

3) incapacitated parents.


How to apply for a residence permit?


Documents for obtaining a residence permit must be submitted no later than 25 days before the expiry of the visa (15 working days). They must be submitted in person to the Migration Service of Ukraine. If the documents are submitted and completed correctly, the permit will be issued within 15 working days from the date of receipt of the application.

Required documents


To apply for a residence permit on the basis of family reunification, you must have:

– original passport document;

medical insurance policy;

– documents confirming family ties with a family member who has a temporary residence permit;

– a document confirming that the host has sufficient financial resources to support the family members;

– the temporary residence permit of the person to whom the family members are coming.


Please note! Foreigners and stateless persons arriving from countries with a visa requirement must have a long-term visa type D.

Who may be denied services and for what reasons?


The list of reasons for refusal to provide administrative services is available on the portal diia.gov.ua. A foreigner may be denied a residence permit if:


1) The foreigner or stateless person has a residence permit or permanent residence permit, refugee certificate, or certificate of a person granted additional protection that is valid on the date of application;

2) The foreigner or stateless person is in Ukraine in violation of the established period of stay

3) the data obtained from the databases of the Register, card indexes, do not confirm the information provided by the foreigner or stateless person;

4) the person's Ukrainian citizenship has been established;

5) the application for a certificate has been submitted by a legal representative who does not have documented powers to obtain it;

6) the foreigner or stateless person has submitted incomplete documents or documents that violate the deadlines required for the registration and issuance of the certificate;

7) the person poses a threat to national security, public order, health, or the protection of the rights and legitimate interests of citizens of Ukraine and other persons residing in Ukraine;

8) the foreigner's passport or document certifying the identity of a stateless person is forged, damaged, does not comply with the established form, belongs to another person, or has expired;

9) it has been established that a foreigner or stateless person has knowingly submitted false information or forged documents;

11) in other cases provided for by law.
