At the beginning of 2026, many Ukrainians seeking asylum due to the war choose Germany. The country offers temporary protection under Paragraph 24, which allows for basic living conditions, social assistance, and the right to stay. However, it is important to familiarize yourself with all the details of the temporary protection program in advance, as the system has its own peculiarities and limitations.


Let's look at the main features of accepting Ukrainian refugees by different federal states of Germany, the conditions of registration and distribution, as well as the nuances that should be taken into account when choosing a place.




The camp for refugees in Germany and the main conditions of its functioning


The situation with housing in Germany remains difficult: refugees are often resettled in temporary facilities such as gyms, containers or dormitories. The location of such facilities may be far from major cities and the living conditions may be minimal.


Additionally, difficulties with the accommodation of pets should be taken into account, which is why some families face the need to give them for overstaying at their own expense.


For those who are looking for more comfortable conditions for themselves or their pets, other European countries, such as Finland or the Czech Republic, where the rules for accommodation are more flexible, may be better options.

Which camps are accepting Ukrainian refugees in January 2026?


Baden-Württemberg


As of October 2025, the situation is very unstable. Almost all new arrivals are distributed to other federal states. Decisions are made by an automated system on a case-by-case basis.


Karlsruhe


📍Address: Durlacher Allee 100, 76137 Karlsruhe.


Open, very often distributes to other federal states. Accepts, in particular, those who travel in their own cars. Cars must be parked outside the reception point; you will be shown where on site. Does not accept pets larger than a cat.


Ellwangen


📍Address: Georg-Elser-Str. 2, 73479 Ellwangen.


Open, very often distributes to other federal states. The situation with pets is unclear.


Freiburg


📍Address: Müllheimer Str. 7, 79115 Freiburg.


Open, very often distributes to other federal states. Accepts small pets. Dogs must be kept on a leash at all times.


Important! After registration, access to German healthcare may be limited or not immediate, especially during the first weeks of your stay. During this period, medical insurance is not a formality, but real protection. Bayern — Bavaria


München


📍Address: Dachauer Str. 122a, 80637 München.


As of October 2025, the Munich reception centre often distributes animals to other federal states. If it distributes to Bavaria, it is usually to the southern part of Bavaria (Oberbayern). There are significant problems for those who arrive with pets. Animals must be taken somewhere else, as further distribution with animals is not possible and shelters are overcrowded.


Augsburg

Since December 2024, pets are not accepted.


Regensburg


📍Address: Zeißstraße 1, 93053 Regensburg.


There is conflicting information about the acceptance of animals. They are mainly distributed in villages in eastern Bavaria.


Bamberg


📍Address: Erlenweg 4, 96050 Bamberg.


Open 24 hours a day. Pets are not accepted. Mainly distributed throughout northern Bavaria (Franconia).


Geldersheim


📍Address: Conn-Str. 1, 97505 Geldersheim.


Large hall with bunk beds and no partitions. Distributed throughout northern Bavaria (Franconia).


Berlin


📍Address: Oranienburger Straße 285. 13438 Berlin (U Karl-Bonhoeffer-Nervenklinik metro station).


New arrivals should go to building 22 (Haus 22). Pets are not allowed.


If you arrive by car: leave your car in the unguarded car park and take the bus from car park P3 in front of building 109 (the car park itself is closed).


If you are arriving by public transport, there is a bus from Berlin-Jungfernheide station, stop on Max-Dorn-Straße, where buses M21 and X21 run.


Trains from Eastern Europe arrive at another station, Berlin Hauptbahnhof or Berlin Gesundbrunnen, from which you need to take the city train to Berlin-Jungfernheide station. Hessen


According to information from autumn 2025, people from Hessen are very often distributed to other federal states.


📍Address: Rödgener Straße 59-61, 35394 Gießen Ankunftshalle.


It is advisable to arrive before 8 p.m. on weekdays. They also accept visitors at other times, but you may have to wait. If you arrive late and without a car, contact the Bahnhofsmission in Frankfurt, where you can stay for one night. To get there, you first need to take the train from Frankfurt to Gießen Bf. Then take bus 1 or 17 to the Sophie-Scholl-Schule stop. A map of the area is available here.

Bramsche

North Rhine-Westphalia

As of November 2025, it redirects all new arrivals to other federal states.


Speyer

Only accepts if you already have accommodation in Saarland, otherwise redirects to the reception centre in Rheinland-Pfalz/Trier.

Boostedt


📍Address: Von-dem-Borne-Straße, 24598 Boostedt.


As of June 2024, there have been cases of immediate transfer to another reception centre (e.g. Seeth) due to a lack of available places. Accepts pets, including large dogs. However, the administration informs that there is nowhere to distribute refugees with pets.

Be prepared to be assigned to accommodation where pets are not allowed — you will have to take your pets to a shelter at your own expense.

Reminder! The new mechanism for automatically registering Ukrainians for military service abroad also affects those who apply for documents at branches of the State Enterprise ‘Document’ in Germany.
