Car insurance for traveling abroad: when is it needed and where to get it?

The answer is simple: if you plan to travel to one of the 44 member countries of the international Green Card system (which includes all European countries, Azerbaijan, Turkey, Iran, Israel, Morocco, and Tunisia), you need to obtain a Green Card.
