The visa regime between Ukraine and Slovenia provides for special conditions for crossing the border, which greatly simplify short-term trips for citizens. Bilateral agreements based on the principles of partnership allow most Slovenian travellers planning visits for tourism, visiting relatives or short business meetings to enter without prior visa application. However, as in any international practice, there are clearly defined cases when Slovenian citizens need to obtain the appropriate visa document, especially if their plans involve a long stay in the country, employment or education. In this article, we will take a detailed look at whether Slovenians need a visa to enter Ukraine, when it is necessary to apply for one, what types of visas exist, how to obtain them, and what official documents need to be prepared in 2025.

Do Slovenian citizens need a visa to Ukraine in 2025?

The rules for entering Ukraine in 2025 for Slovenian citizens provide for a visa-free regime for short-term trips, which is a significant relief for travellers. Slovenian citizens have the right to enter Ukraine and stay here for up to 90 days within a 180-day period. These conditions are ideal for tourist trips, short visits to relatives, participation in conferences or short business trips, without requiring any additional documents other than a valid foreign passport. At the same time, it is important to remember that this rule strictly limits the total time of stay in the country.

At the same time, it is necessary to clearly understand that if your intentions regarding Ukraine are long-term, a visa becomes mandatory. In particular, a visa is required when the purpose of the visit is employment, study at higher education institutions, religious or volunteer activities, as well as in cases of family reunification with a Ukrainian citizen or a foreigner who has a residence permit. All these situations require a long-term type D visa, which serves as the basis for further obtaining a temporary or permanent residence permit in Ukraine.

Types of visas to Ukraine for Slovenian citizens

Ukrainian legislation provides for three main types of visas that can be obtained by Slovenian citizens depending on the purpose of their visit and the planned duration of their stay.

Short-term visa (type C) – also known as a tourist visa to Ukraine – is only required in exceptional cases when the visa-free regime does not apply, for example, if a foreigner has already used up their stay limit (90/180 days) or has a passport that does not meet biometric requirements. A short-term visa also includes a business visa to Ukraine, which allows you to stay in the country for up to 90 days and is usually issued for urgent short trips, but it is rarely relevant for Slovenians.

A long-term visa (type D) is essential for those who plan to stay in Ukraine for more than 90 days. It is a de facto entry permit for further processing of documents confirming the right of residence, such as a work permit, a temporary residence permit for study purposes, or in connection with family reunification. A type D visa is usually valid for 90 days with the possibility of multiple entries, and it is during this period that a foreigner must submit documents for a residence permit.

A transit visa (type B) is required for travel through Ukraine to a third country if the duration of such transit exceeds 5 days. This does not apply to travellers who are eligible for visa-free entry and are simply passing through Ukraine.

How to apply for a visa to Ukraine for Slovenian citizens?

The procedure for obtaining a visa to Ukraine for Slovenian citizens is standardised and requires a careful approach to the preparation of documents and compliance with official procedures.

Submitting an application through the Consulate of Ukraine in Slovenia

Visas are issued exclusively through the Consulate of Ukraine in the Republic of Slovenia or through an external visa service provider, if authorised by the consulate. To start the process, you must fill out an electronic visa application form on the official website of the Ministry of Foreign Affairs of Ukraine and then make an appointment with the consulate. It is important to note that you can always find up-to-date information and opening hours on the official website of the Embassy of Ukraine in the Republic of Slovenia. At the appointment, you will need to submit a package of documents in person and, if necessary, undergo an interview.

Documents required for travel to Ukraine

The list of required documents depends on the type of visa, but always includes the following basic items:

✓ a valid foreign passport that meets international requirements;

✓ two recent passport-size photographs;

documentary evidence of the purpose of the visit, which may be an official invitation from a Ukrainian legal entity or individual (for a D visa), an employment contract or an order of admission to study;

✓ medical insurance policy;

proof of sufficient funds to stay in Ukraine and leave the country.

Processing time and cost of a visa to Ukraine

The standard processing time for a visa application is usually up to 10 working days from the date of submission of a complete set of documents and payment of the consular fee. However, there is an option for urgent processing, which can reduce this time, but requires payment of double the consular fee. The current amount of the basic consular fee should always be checked directly with the consulate or on its official website, as it is subject to change. It is important to understand that paying the fee does not guarantee automatic visa issuance, but only covers the administrative costs of processing your application.

Is insurance required to enter Ukraine?

Having medical insurance is a mandatory requirement for all foreign citizens entering Ukraine, regardless of whether they need a visa or are using the visa-free regime. However, due to the full-scale aggression, a standard tourist policy often does not cover the risks associated with military operations.

Special insurance covering military risks is a necessity that guarantees a foreigner monetary compensation and emergency medical care in the event of an accident caused by passive military risks or terrorist acts. This coverage includes not only outpatient treatment or hospitalisation, but also, in the worst case, repatriation.

The most convenient and reliable way to purchase such a policy is to use the Visit Ukraine online service. This is a reliable digital centre used by thousands of foreign visitors every month, as the entire application process takes less than five minutes and guarantees maximum protection during your stay in the country. You can take out a policy for any period starting from 3 days.

The procedures for obtaining long-term visas (type D), work permits, temporary residence permits (TRP) or extensions of stay can be complex and require a deep understanding of Ukrainian migration law. In such cases, legal support is highly recommended. A specialist will help you avoid bureaucratic mistakes that could lead to your visa or permit being denied, ensure that your invitation is correctly prepared, and that all necessary documents are collected.

For Slovenian citizens facing similar challenges, Visit Ukraine offers comprehensive legal services for foreigners. A team of specialised professionals is ready to provide both written and verbal advice, as well as full legal support in obtaining a residence permit, extending the period of stay or applying for a D-visa on a turnkey basis. This ensures transparency and simplicity of the process and is provided with English-language support, which is indispensable for foreign citizens.

Useful tips for travellers visiting Ukraine

To avoid misunderstandings during your visit to Ukraine, there are a few important tips to follow.

1. When filling out the visa application form, avoid even the smallest mistakes in your personal details, as even an incorrectly stated date of birth can be a formal reason for refusal.

2. It is advisable to submit your visa application at least one month before your planned date of travel to allow time for possible delays or corrections.

3. If you are entering the country visa-free, you should always keep track of the number of days you are staying. You can check the remaining period of your stay using special online calculators.

4. If a visa is refused, a foreigner has the right to appeal or re-submit documents, eliminating the reasons for the previous refusal, which the consulate is obliged to communicate in writing.

5. During martial law, safety is a priority: always follow air raid alerts and use official sources of information, such as Visit Ukraine services, to keep track of current rules and embassy contacts.
