Temporary protection in Denmark for Ukrainians 2025: how to apply and basic rules for refugees
Since the beginning of the full-scale invasion of Ukraine, Denmark has continued to provide refugees with shelter on its territory. Find out more about how to obtain temporary protection in Denmark, the rules for entering the country, finding work and housing in 2025
With the start of Russia's full-scale invasion of Ukraine, Denmark, like many other EU countries, opened its doors to Ukrainian citizens. In order to provide quick and effective assistance to Ukrainian refugees, the Danish government passed a special Temporary Protection Act. This law simplifies the procedure for obtaining a residence permit, employment and access to social services. In 2025, these rules remain in force, so understanding their specifics is critical for those planning to seek refuge in this country.

What is temporary protection in Denmark?
Temporary protection, or særlov (special law), is a quick and simplified way to obtain a residence permit in Denmark. This status differs significantly from the traditional asylum procedure, as it does not require the lengthy and complex case review that is characteristic of standard migration processes.
Who is eligible for temporary protection?
The following categories of persons are eligible for temporary protection status:
– Ukrainian citizens who resided in Ukraine before 24 February 2022;
– foreign citizens (non-Ukrainians) who legally resided in Ukraine before 24 February 2022, if they are unable to return to their country;
– family members (spouse, minor children, other close relatives) of persons who meet the two previous criteria.
Important! If a person already has a residence permit in another EU country, they are usually not eligible for temporary protection in Denmark.
Duration of temporary protection in Denmark
Initially, the Temporary Protection Act was to remain in force until 17 March 2024. However, it has been extended and will remain in force in 2025. The status is granted for a specific period, which may be extended by the Danish Parliament.

How long does the review take?
The process of reviewing applications for temporary protection is relatively quick. Decisions are usually made within a few weeks. However, the time frame may vary depending on the workload of the immigration service. Once approved, you will receive a plastic residence permit card (opholdskort) confirming your status.
