10 things a foreigner cannot do in Ukraine without an TIN (RNOKPP/RNTRC)

Many foreigners who come to Ukraine do not even suspect how critical the lack of a tax number – the very same RNOIKPP/RNTRC (formerly IPN/TIN) – can be. Without it, you will not be able to conclude most legal agreements, open a bank account, or register a business. This article provides a brief overview of what you cannot do without an TIN and how to obtain one quickly.
What is an IPN/TIN (RNOKPP/RNTRC) and who needs it?
The RNOKPP (RNTRC) is the registration number of a taxpayer's account card. It is assigned by the State Tax Service of Ukraine to everyone who has income in Ukraine or plans to carry out legally significant actions. The outdated but still popular name is IPN (TIN) — individual tax number.
A tax number is a basic tool for any interaction with state or financial structures in Ukraine. If you plan to stay longer, invest, or work, you should register for an RNOKPP (RNTRC) immediately upon arrival.
Important: A tax number does not mean tax residency. Even those who are in Ukraine for a short time — to buy a car, property, etc. — can have one. If you have lost your TIN, it can be restored.
What you cannot do in Ukraine without an TIN (IPN): TOP 10 restrictions
1. Open a bank account. Banks always ask for a tax number to identify their clients, even if you are a foreigner.
2. Register the purchase/sale of real estate. A notary will not register a contract without an RNOKPP (RNTRC or TIN). This applies to purchases, gifts, and inheritances.
3. Register a company or sole proprietorship. A tax number is required to start a business in Ukraine, even if you are a foreigner without a residence permit.
4. File a tax return. Foreigners who have income from sources in Ukraine are required to report it, and this is impossible without a TIN.
5. Draw up an official employment agreement. The RNOKPP (RNTRC) is required for registering employment, calculating salaries, and paying taxes.
6. Register a car. To register a car (or sell it), you will need the RNOKPP (RNTRC) number.
7. Obtain an identifier in the “Dіia” and “Tax Cabinet” systems. Without a tax number, you will not be able to register for electronic government services.
8. Submit documents for child benefits or assistance. Some types of social assistance (including childbirth benefits) require the RNOKPP (RNTRC) of both parents.
9. Register with the medical system. In some medical institutions or private insurance companies, the RNOKPP (RNTRC) is part of the identification data.
10. Legalize long-term stay in Ukraine. The RNOKPP (RNTRC) is required when applying for certain types of residence permits and immigration permits.

How can a foreigner obtain an TIN/IPN (RNOKPP/RNTRC) in Ukraine?
Online (if you have an electronic signature)
This method is only available to those who have a residence permit or ID card with a chip and an electronic signature/Diy.Signature:
1. Go to the portal: https://tax.gov.ua
2. Log in using your electronic signature or Diia.Signature
3. Find the section “Electronic services” → “RNOKPP” (RNTRC or TIN)
4. Fill out the application form
5. Within a few days, you will receive a number by email or in your account
Offline (main method for foreigners)
1. Contact any State Tax Service office at your actual place of residence. Or, if you are abroad, a lawyer can do this by power of attorney.
2. Send or submit:
● Passport (with a notarized translation into Ukrainian)
● A copy of a document confirming your right to stay in Ukraine (visa, residence permit, or stamp in your passport)
● Application form (provided on site)
● Power of attorney — if not submitted in person
