Starting in early July, new rules will be introduced for displaced persons who have left the country: the Ministry of Finance will check every month whether they have been outside Ukraine for more than 90 days. Starting July 1, 2025, Ukraine will start new checks for internally displaced persons (IDPs) who are outside the country.


According to Resolution No. 376 of the Cabinet of Ministers, the Ministry of Finance will conduct monthly verifications to determine which IDPs have been abroad for more than 90 consecutive days. This may affect the preservation of their status and corresponding payments.


How will the checks work?


The Ministry of Finance will check data on border crossings and the length of stay outside Ukraine. If it is established that a person has been abroad for more than 90 calendar days without interruption, an additional check will be carried out.


If it is confirmed that the person has moved abroad permanently, their IDP certificate may be revoked and their status canceled. This also means that payments provided for internally displaced persons will be stopped.


What exceptions are there?


There are a number of circumstances that are not taken into account in the 90-day period of stay abroad. These include:


- Business trips

- Internships, medical treatment or rehabilitation

- Children's health improvement (with confirmed invitations or documents)

- Stay in hospitals, courts, police stations

- Death of relatives or care for a sick child under the age of 18


All exceptions must be documented, for example, with certificates, invitations from the host party, or medical reports.

What to do if you lose your IDP status?


If a person returns to Ukraine after their IDP certificate has been revoked, it can be reinstated. To do this, you must submit an application to the authorized body. The certificate will be reissued if there are grounds for remaining in the status of an internally displaced person.
