Lviv is one of Ukraine's main tourist centers, which, despite the full-scale war, continues to attract visitors from all over the country and abroad. In 2025, the city will not only maintain its position in the tourism sector, but also demonstrate positive dynamics in budget revenues thanks to tourist taxes. In June, city council deputies decided to update it — now, starting January 1, 2026, foreign tourists will pay significantly more.

What is a tourist tax and why change it?


The tourist tax is a local tax paid by travelers for each day of their stay in hotels, hostels, apartments, and other accommodations. The funds received go to the city budget and can be used, in particular, for infrastructure development, improvement of tourist areas, security, and promotion of the city.


Until now, Lviv had been using rates approved back in 2019. According to these rates, Ukrainian tourists paid between 24 and 40 UAH per night, depending on the cost of the hotel room, while foreigners paid between 16 and 40 UAH. However, over the past six years, the economic situation has changed significantly, prices have risen, and the need for funding in the tourism sector has increased. This raised the question of updating the approach to the tourist tax.




How will the tourist tax in Lviv change from January 1, 2026?


According to the decision of the Lviv City Council of June 12, 2025, new rules will come into force on January 1, 2026:


For domestic tourism (citizens of Ukraine): rates remain unchanged and will depend on the cost of the room:

→ up to 750 UAH — 0.3% (i.e., 24 UAH per day);

→ 750–1,200 UAH — 0.4% (32 UAH);

→ over 1,200 UAH — 0.5% (40 UAH).

For inbound tourism (foreigners): a single fixed rate of 1% (or 80 UAH) per day will be introduced, regardless of the cost of accommodation.


As noted by Inna Svistun, director of the Lviv City Council's Department of Economic Development, this innovation will allow the city to increase its budget revenue and allocate part of the funds to the development of tourism infrastructure, the promotion of Lviv, and the improvement of tourism services.


The new rates are not critically high compared to European cities, where tourist taxes are often calculated in euros. UAH 80 per day is less than EUR 2, so it will not be an obstacle for most foreign tourists. In return, the city will be able to better serve its guests and ensure a comfortable stay in Lviv.

Who is exempt from paying the tourist tax?


The following are exempt from paying the tourist tax:


● internally displaced persons;

● children under the age of 18;

● war veterans;

● persons on business trips;

● persons who have arrived for health improvement or rehabilitation on vouchers.

Why is Lviv increasing the tourist tax right now?


Despite the war, Lviv remains one of the few Ukrainian cities where tourism has not only survived but continues to develop. In particular, there is an increase in the number of excursions, festivals, gastronomic events, and private initiatives in the hotel business and services. All this requires stable funding.


According to the city council, 10% of the tourist tax collected will be allocated to the development of tourist infrastructure. This includes not only roads, signs, and security, but also modern digital services for visitors, the development of tourist routes, and support for culture and small businesses related to tourist services.
